【摘要】：当前,我国从中央到地方都大力推进新型城镇化建设,新型城镇化已经成为了我国各级政府的重点工作内容之一。随着新型城镇化的推动与发展,给城镇居民的公共需求带来了一些新的变化,同时也产生了一些问题,如何应对这些新的变化和解决这些问题,促进城镇的和谐繁荣,这对地方政府公共服务提出了巨大的挑战。因此,在新型城镇化进程中,各级政府必须把公共服务方面的工作作为一项非常紧迫的任务。公共服务水平的高低是判断新型城镇化发展质量高低的一个重要标准,地方政府公共服务的提升是新型城镇化的质量内涵。在新型城镇化进程中,地方政府必须积极把握新型城镇化带来的机遇,抓住有利条件,果断应对面临的挑战和问题,在推动新型城镇化又好又快发展的基础上,促进地方政府公共服务水平适应新型城镇化的建设。本文通过对大量的文献资料进行收集、整理和阅读,深刻的剖析了新型城镇化的新内涵与实质,阐述了公共服务相关理论,然后系统的分析了研究新型城镇化进程中地方政府公共服务的必要性和可行性。进而展开对新型城镇化进程中的地方政府公共服务在公共基础设施、公共教育、公共医疗卫生服务以及公共就业服务发展状况的分析,总结了新型城镇化进程中地方政府公共服务面临的诸如公共服务投入不足、公共服务供给和利用效率低、公共服务供给不均衡等问题,并深入的分析了公共财政投入不足,地方政府作为公共服务供给主体较为单一、地方政府公务员的理念等方面的原因,同时,对国外政府公共服务的成功经验进行分析和借鉴;最后,提出了一些为有效提升地方政府公共服务水平的对策。
[Abstract]:At present, our country from the central to the local to vigorously promote the construction of new urbanization, new urbanization has become one of the key work of all levels of government in our country. With the promotion and development of new urbanization, it has brought some new changes to the public demand of urban residents, but also produced some problems, how to deal with these new changes and solve these problems, to promote the harmonious and prosperous cities and towns, This poses a huge challenge to local government public services. Therefore, in the process of new urbanization, governments at all levels must take the work of public services as a very urgent task. The level of public service is an important standard to judge the development quality of new-type urbanization, and the promotion of local government's public service is the quality connotation of new-type urbanization. In the process of new-type urbanization, local governments must actively grasp the opportunities brought by the new-type urbanization, seize the favorable conditions, and resolutely deal with the challenges and problems facing them, on the basis of promoting the new urbanization to develop well and rapidly. To promote the level of local government public services to adapt to the construction of new urbanization. By collecting, sorting and reading a lot of documents, this paper deeply analyzes the new connotation and essence of new urbanization, and expounds the relevant theories of public service. Then it systematically analyzes the necessity and feasibility of local government public service in the process of new urbanization. Then it analyzes the development of local government public services in the process of new urbanization in public infrastructure, public education, public medical and health services and public employment services. This paper summarizes the problems that local governments face in the process of urbanization, such as insufficient investment in public services, low efficiency in the supply and utilization of public services, unbalanced supply of public services, etc., and deeply analyzes the insufficiency of public financial investment. Local government as the main body of public service supply is relatively single, local government civil servant concept and other reasons, at the same time, the successful experience of foreign government public service is analyzed and used for reference; finally, Some countermeasures are put forward to improve the public service level of local government effectively.
