张掖市事业单位编制管理实践与探索

【摘要】：机构编制是党和国家的重要执政资源,事业机构编制作为机构编制管理中占绝大比例的重要组成部分,目前还存在机构布局不科学,编制管理不规范、人员结构不合理等问题,致使事业编制使用效益不高,造成编制资源的浪费和财政负担的加重。各种类型的事业单位在职责、结构、布局、人员配备与编制等方面是否合理,对它们能否有效地、正常地发挥功能起着决定性作用。近年来,张掖市机构编制委员会办公室持续优化机制体制,完善和强化机构编制业务的管理水平,主动实施实名制管理措施。全市达到了各种事业单位编制不超编,保持事业机构总数的稳定性,并适当减少,在强化事业单位编制管理活动中积累和总结了不少经验,获得了预期效果。然而,随着全市事业单位编制管理工作越来越精细化、科学化与规范化,一些部门中的不少问题依旧值得高度重视,对市县、县区、县乡之间实现平衡发展产生了直接影响,不利于这些部门提升自身的公益水平,也不能有效地发挥其服务社会的职能,妨碍了它们自身的稳步发展。因此,认真研究并科学地解决这些问题,尝试着找到尊重和利用机构编制治理规律的措施和方法,又能够满足市场经济的快速发展需求,保证事业单位的良好运转,成了新任务。本文通过分析现存问题的成因及解决对策,希望探索管理改革途径,创新管理方法,增强管理实效性。
[Abstract]:The establishment of institutions is an important ruling resource of the Party and the state. As an important part of the organization establishment management, there are still some problems, such as unscientific organization layout, irregular establishment management, unreasonable personnel structure, etc. Causes the enterprise establishment use benefit is not high, causes the establishment resources waste and the financial burden aggravation. Whether various types of institutions are reasonable in terms of duty, structure, layout, staffing and establishment plays a decisive role in whether they can effectively and normally exert their functions. In recent years, the establishment committee office of Zhangye city has continuously optimized the mechanism system, perfected and strengthened the management level of the organization establishment business, and carried out the management measures of real name system actively. In the whole city, the establishment of all kinds of institutions is not overcompiled, the stability of the total number of institutions is maintained, and the number of institutions is reduced appropriately, and a lot of experience has been accumulated and summed up in strengthening the establishment and management activities of public institutions, and the expected results have been obtained. However, as the establishment and management of public institutions in the whole city become more and more refined, scientific and standardized, many problems in some departments are still worthy of high attention, which has a direct impact on the balanced development of cities, counties, districts, counties and townships. These sectors are not conducive to raising their own level of public welfare, and can not effectively play their role in serving the society, which hinders their steady development. Therefore, we should study and scientifically solve these problems, try to find measures and methods to respect and utilize the rules of institutional governance, and can meet the needs of the rapid development of the market economy and ensure the good operation of public institutions. It has become a new task. By analyzing the causes of the existing problems and solving countermeasures, this paper hopes to explore the ways of management reform, innovation of management methods, and enhance the effectiveness of management.
