非营利组织推动高龄者健康促进活动之探讨——以台湾地区扬生慈善基金会为案例

【摘要】:从20世纪90年代初期,台湾地区人口开始急速高龄化,社会福利的支出负担也日益严峻。长期以来,台湾地区"行政部门"以社会福利的观点与思维,制定高龄者相关政策,然后由社会组织配合政策理念来实践,尤其是针对病弱的高龄人口群,却忽略了高龄化社会中占绝大多数的健康高龄人口的需求。扬生慈善基金会却以社会福利服务型社会组织的新秀之姿崛起,经由自行探索与研发创新之后,以推广"自愈力"的概念与实践活动,专门服务健康、亚健康的长者,使其维持身心健康与具生命品质的老年生活。目前,该基金会的实践成果已产生社会影响力,也推动有关部门制定了相关政策。本研究以组织社会学理论为主设定研究分析架构,并以质性研究方法对扬生慈善基金会进行案例分析,试图从组织结构面探讨该案例的特点与启示,以及该案例在中国大陆推广的意义。
[Abstract]:In the early 1990s, the population of Taiwan began to age rapidly, and the expenditure burden on social welfare became increasingly severe. For a long time, the "administrative departments" in the Taiwan region have worked out relevant policies for the elderly from the viewpoint and thinking of social welfare, and then put them into practice by social organizations in coordination with the policy concept, especially for the elderly population with the sick and the weak. But it ignores the needs of the healthy elderly population, which accounts for the vast majority of the aging society. However, the Young Life Charitable Foundation has emerged as a rookie in social welfare service social organizations. After exploring and developing and innovating on its own, it promotes the concept and practice of "self-healing" to serve healthy and sub-healthy elders. To maintain their physical and mental health and quality of life in old age. At present, the foundation's practical results have had a social impact, but also prompted the relevant departments to formulate relevant policies. In this study, the organizational sociology theory is the main set of research and analysis framework, and the qualitative research method is used to analyze the case of Yangsheng Charitable Foundation, trying to explore the characteristics and implications of the case from the organizational structure. And the significance of the case in mainland China.
