基层公务员培训中存在的问题及对策研究

【摘要】:公务员是政府建设的重要组成部分,是国家各项方针政策的制定者和执行者。面对政府职能的转变,对公务员的工作能力和综合素质也有了更新、更高的要求。在我国,基层公务员是公务员队伍的主体,基层公务员直接面对人民百姓展开各项工作,传达落实党的各项方针政策,向广大人民群众宣传党的先进思想,基层公务员能力与素质的高低直接关系到党和政府的执政能力和公众形象。这就要求基层公务员较过去而言,在工作方式、内容及工作思维模式上都要有所改变以适应新的政府工作要求。同时,社会经济的高速发展所带来的一系列社会问题更加严峻,群体事件、失业、犯罪、环境污染、生产安全隐患等复杂问题需要我们政府去面对解决。为了实现国家的长治久安、发展和稳定就必须要不断的加强党和政府的执政能力,基层公务员是党的方针政策在群众中的直接执行者,所以对于基层公务员培训工作日趋重要,我国政府也不断的在加大对基层公务员的培训力度,不断地完善基层公务员培训体系,但是在对基层公务员培训取得的实际效果并不可观,还存在着许多问题需要我们不断的去研究解决。本文通过基层公务员培训工作中存在的普遍现状进行分析,结合中外的研究成果,通过研究大量的文献以及以及河南省长葛市基层公务员培训现状进行具体探析,指出目前我国基层公务员培训现状以及基本做法中普遍存在的问题并对问题进行深入研究,在相关理论基础上针对问题提出了相应的的解决措施。希望本篇论文的研究能够为相关工作提供一些可参考依据,持续推进我国基层公务员培训工作,促进我国社会经济平稳健康发展与和谐稳定,早日完成“十三五”时期的战略目标。
[Abstract]:Civil servant is an important part of the government construction, and the policy maker and executor of the country. In the face of the transformation of government functions, the working ability and comprehensive quality of civil servants have also been updated and higher requirements. In China, civil servants at the grass-roots level are the main body of the civil service, and civil servants at the grass-roots level directly face the people to carry out all kinds of work, convey and implement the Party's various principles and policies, and publicize the Party's advanced ideas to the broad masses of the people. The ability and quality of civil servants at the grassroots level are directly related to the ruling ability and public image of the Party and the government. This requires basic civil servants to change their working style, content and mode of thinking in order to adapt to the requirements of the new government. At the same time, a series of social problems brought by the rapid development of social economy are more severe, such as group events, unemployment, crime, environmental pollution, production safety risks and other complex problems need to be solved by our government. In order to realize the long-term stability of the country, development and stability must constantly strengthen the ruling ability of the party and the government. The grass-roots civil servants are the direct executors of the Party's principles and policies among the masses, so it is increasingly important for the training of grass-roots civil servants. Our government is also constantly increasing the training of grass-roots civil servants and constantly improving the training system for grass-roots civil servants. However, the actual results achieved in the training of grass-roots civil servants are not significant. There are still many problems that we need to study and solve. Based on the analysis of the general situation in the training of civil servants at the grass-roots level, combined with the research results at home and abroad, this paper makes a concrete analysis of the current situation of the training of grass-roots civil servants in Changge City, Henan Province, through the study of a large number of documents. This paper points out the existing problems in the training of grass-roots civil servants in our country, and makes a thorough study of the problems, and puts forward corresponding measures to solve the problems on the basis of relevant theories. It is hoped that the research in this paper can provide some references for the relevant work, promote the training of grass-roots civil servants, and promote the steady and healthy development and harmonious and stable social economy of our country. The strategic objectives of the 13th Five-Year Plan period will be completed at an early date.
