南宁五象新区生态型政府建设研究

【摘要】：从党的十七大报告明确提出建设生态文明的新要求,到党的十八大报告把生态文明建设上升到五位一体的新高度,国家逐渐注重生态型政府的建设,现实社会经济中生态环境问题的凸显,也迫切需要建设生态型政府。生态型政府是一个理念、职能、管理体制都生态化的政府,是以促进社会经济与自然环境之间和谐发展、可持续发展而构建的,以“生态优先”为理念的政府。随着现实生态环境问题的日益严重,以及我国行政管理体制改革的不断深入,我国政府在生态环境保护方面采取了很多措施,也取得了一些成效,但由于观念、制度等方面的原因,政府生态化管理仍然很薄弱,建设生态型政府尤显重要与迫切。本文运用生态学理论、新公共服务理论以及公民参与理论等作为研究基础,以南宁五象新区推进生态宜居新区建设为视角,提出五象新区建设生态型政府的理论基础和现实依据,并提出当前五象新区生态型政府建设对生态文明建设、行政管理体制改革以及构建和谐社会所具有的战略意义,文章结合南宁五象新区目前的建设规划,从建设现状入手,分析五象新区建设生态型政府存在的困境,主要包括政府生态管理理念缺乏、生态管理职能弱化、制度不健全、公民参与较少等方面,最后从国内外建设思路中总结经验,并运用到五象新区生态型政府建设当中,从创新政府管理理念、健全管理体制、转变政府职能以及构建社会化的治理网络等方面,从而帮助化解南宁市生态型政府建设的困境,为南宁五象新区建设生态型政府提出具有可操作性的建议和对策。
[Abstract]:From the report of the 17th National Congress of the Party that explicitly put forward new requirements for the construction of ecological civilization, to the report of the 18th National Congress of the Party that raised the construction of ecological civilization to a new height of five in one, the state gradually paid attention to the construction of an ecotypic government. It is urgent to construct ecological government because of the prominent ecological environmental problems in the real society and economy. Ecological government is an ecological government which is constructed by promoting harmonious development between social economy and natural environment and sustainable development, and is based on the idea of "ecological priority". With the increasingly serious ecological environmental problems in reality and the deepening reform of our administrative system, our government has taken a lot of measures in the field of ecological environment protection, and has also achieved some results, but because of the concept, The government's ecological management is still weak, and the construction of ecological government is especially important and urgent. Based on ecological theory, new public service theory and citizen participation theory, this paper takes Wuxiang New area of Nanning as the perspective to promote the construction of ecological livable new area. This paper puts forward the theoretical and practical basis for the construction of ecological government in Wuxiang New area, and points out the strategic significance of the construction of ecological government in Wuxiang New area to the construction of ecological civilization, the reform of administrative management system and the construction of harmonious society. Based on the current construction plan of Wuxiang New area in Nanning, this paper analyzes the predicament of constructing ecological government in Wuxiang New area, which includes the lack of ecological management concept, the weakening of ecological management function and the imperfect system. Finally, the author summarizes the experience from the domestic and foreign construction ideas, and applies it to the construction of ecological government in Wuxiang New area, to innovate the concept of government management and improve the management system. The transformation of government functions and the construction of socialized governance network will help to resolve the dilemma of the construction of ecological government in Nanning and put forward operable suggestions and countermeasures for the construction of ecological government in Wuxiang New area of Nanning.
