新疆昌吉州公益性岗位开发管理的长效机制研究

【摘要】：公益性岗位是我国政府为了促进就业、缓解就业压力、解决弱势群体就业问题、维护社会稳定而出台的政策。新疆作为我国不可分割的一部分,不免会受到这种内外环境的影响和制约。同时,由于新疆地处西部边陲,特殊的地理位置和民族结构决定了公益性岗位政策在新疆具有一定的独特性,自身软硬件的不足也限制了公益性岗位在新疆的进一步发展。新疆公益性岗位政策自2002年出台以来,已经历了十余年的发展历程,公益性岗位在解决困难人群再就业方面取得了一定的成绩,促进了经济、社会的发展和稳定,但通过对公益性岗位的相关材料研究发现,其在岗位的设置、开发、管理等过程中依然存在着问题。本文选取新疆公益性岗位具有代表性的昌吉州为例,通过调查和研究国内外关于解决困难人群再就业和公益性岗位的相关文献,结合新疆公益性岗位的相关政策和发展历程,从而掌握昌吉州公益性岗位的地方特点,分析昌吉州公益性岗位的基本情况,如数量、类别、对象、开发、管理情况及具体运作状况,并针对实际发现的问题提出一些可行性的建议和构想,以求进一步调整和完善公益性岗位在新疆的发展,为新疆经济社会的跨越式发展和长治久安做出贡献。
[Abstract]:Public welfare post is a policy issued by our government in order to promote employment, relieve employment pressure, solve the employment problem of vulnerable groups and maintain social stability. Xinjiang, as an inseparable part of our country, will inevitably be affected and restricted by this kind of internal and external environment. At the same time, because Xinjiang is located in the western border, the special geographical location and national structure decide that the public welfare post policy has certain uniqueness in Xinjiang, and the shortage of its own software and hardware also limits the further development of the public welfare post in Xinjiang. Since the introduction of the public welfare post policy in Xinjiang in 2002, it has gone through more than ten years of development. Public welfare posts have made certain achievements in solving the problem of re-employment of people in need, and have promoted the development and stability of the economy and society. However, through the research on the related materials of public welfare posts, it is found that there are still problems in the process of post setting, development, management and so on. This paper selects the representative public welfare posts in Xinjiang Changji Prefecture as an example, through the investigation and study of the domestic and foreign literature on solving the problem of re-employment and public welfare posts, combined with the Xinjiang public welfare posts related policies and development process. In order to grasp the local characteristics of public welfare posts in Changji Prefecture, and analyze the basic situation of public welfare posts in Changji Prefecture, such as quantity, category, object, development, management and specific operation, In order to further adjust and perfect the development of public welfare posts in Xinjiang and make contributions to the leap-forward development and long-term stability of Xinjiang's economy and society, some feasible suggestions and ideas are put forward in view of the problems found in practice.
