国家监察体制改革的行动逻辑与实践方向

【摘要】：作为事关大局的重大政治改革,国家监察体制改革的逻辑起点在于现行反腐体制所存在的结构性和功能性双重压力。国家监察体制改革是当前中国政治改革的突破口,其优势在于能够产生联动效应、风险较低且相对独立,既触及政治改革的核心问题,又革新了党的执政方式和领导体制。从改革进程来看,国家监察体制改革呈现政治权威主导、"试点政治"和"于法有据"等实践特征。要深化国家监察体制改革,必须实现改革适应性与自主性的统一,既适应中国政治价值、现实政治体制以及国际反腐借鉴,又要规范组织结构和人员管理。
[Abstract]:As a major political reform related to the overall situation, the logical starting point of the reform of the state supervision system lies in the structural and functional pressure existing in the current anti-corruption system. The reform of state supervision system is the breakthrough of Chinese political reform at present. Its advantage lies in its ability to produce linkage effect, low risk and relative independence. It not only touches on the core problems of political reform, but also innovates the ruling mode and leadership system of the Party. From the point of view of the reform process, the reform of the state supervision system presents the characteristics of political authority leading, "pilot politics" and "having evidence in law" and so on. In order to deepen the reform of the state supervision system, we must realize the unity of adaptability and autonomy of the reform, which not only adapts to the political value of China, the realistic political system and the international anti-corruption reference, but also standardizes the organizational structure and personnel management.
