中国共产党保障西藏人权事业发展研究

【摘要】：涉藏问题关系中国核心利益。西藏和平解放，尤其是西藏民主改革以来，在中国共产党的领导下，在全国各族人民的支持下，西藏的人权事业发生了历史性的进展。中国共产党在西藏保障和促进人权事业的发展，不仅有利于对西藏的民族团结和内部稳定，同时也为驳斥西方反华势力和达赖集团对所谓“西藏人权问题”的攻击和歪曲提供了客观事实依据。全文主要从四部分，论述中国共产党保障人权发展的主要内容及其取得成就，最后分析党发展西藏人权事业意义的经验启示。第一，西藏人权相关概念及内涵概述。这个部分主要对人权的概念、西藏人权的内涵、所谓“西藏人权问题”的由来，进行了概念及内涵界定，，同时分析了中国共产党在发展西藏人权事业必要性。第二，新时期中国共产党保障西藏人民的生存权和发展权。这部分首先论述了保障西藏人权生存权和发展权前提——西藏民主改革，进而分析了改革开放以来中国共产党促进西藏人民生存权和发展权发展的战略决策，包括：推动西藏跨越式发展新路径和民生建设举得成就。第三，西藏人权的全面进步。这部分主要阐述了中国共产党保障西藏人民的宗教信仰自由权利、政治民主权利、教育、藏语言使用平等权、医疗卫生等方面取得的进展和成就。第四部分总结了中国共产党党发展西藏人权事业得出的几点启示。即，人权进步离不开党的领导；西藏人权事业的发展离不开全国人民的支援；解决“西藏人权问题”的关键离不开发展；西藏人权发展离不开团结和稳定；向世界展示西藏人权事业进步离不开对外宣传。
[Abstract]:Tibet-related issues relate to China's core interests. Since the peaceful liberation of Tibet, especially the democratic reform in Tibet, historical progress has taken place in the cause of human rights in Tibet under the leadership of the Communist Party of China and with the support of the people of all ethnic groups throughout the country. The protection and promotion of the cause of human rights by the Communist Party of China in Tibet is not only conducive to ethnic unity and internal stability in Tibet, It also provides an objective factual basis for refuting the attack and distortion of the so-called "human rights issue in Tibet" by Western anti-China forces and the Dalai clique. This paper mainly discusses the main contents and achievements of the CPC's protection of human rights from four parts, and finally analyzes the experience and enlightenment of the Party's significance in the development of human rights in Tibet. First, the concept and connotation of human rights in Tibet. This part mainly defines the concept of human rights, the connotation of human rights in Tibet and the origin of the so-called "human rights problems in Tibet". At the same time, it analyzes the necessity of the Communist Party of China in developing the cause of human rights in Tibet. Second, the CPC guarantees the Tibetan people's right to subsistence and development in the new period. This part first discusses the premise of guaranteeing Tibet's human rights to survival and development-the democratic reform in Tibet, and then analyzes the strategic decision made by the Communist Party of China to promote the development of the right to subsistence and development of the Tibetan people since the reform and opening up. This includes: promoting a new path of development by leaps and bounds in Tibet and achieving achievements in the construction of the people's livelihood. Third, the overall progress of human rights in Tibet. This part mainly expounds the progress and achievements made by the Communist Party of China in guaranteeing the Tibetan people's right to freedom of religious belief, political democracy, education, equality in the use of Tibetan language, medical and health care, and so on. The fourth part summarizes the enlightenment of the Communist Party of China in the development of human rights in Tibet. That is, the progress of human rights cannot be achieved without the leadership of the Party; the development of the cause of human rights in Tibet cannot be developed without the support of the people of the whole country; the key to solving the "human rights problem in Tibet" cannot be separated from development; To show the world that Tibet's human rights cause can not advance without external propaganda.
