习近平国家治理能力思想研究

【摘要】：2013年11月,党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》中,首次显露了习近平国家治理能力思想。以习近平为总书记的新一届党中央从党和国家发展的高度出发,对实现国家治理能力做了深入研究和积极探索,提出一系列新思想、新思路、新论断。这些新的看法符合社会发展的基本规律,符合中国特色社会主义制度建设的基本要求,符合马克思主义中国化的基本内涵。习近平关于国家治理能力的系统论述,已经形成完整的国家治理能力思想,是党执政的重要理念。对习近平国家治理能力思想的研究是时代赋予我们的重大课题,具有十分重要的研究价值。论文在系统研究十八大以来党的路线、方针政策及习近平总书记关于治国理政系列讲话的基础上,深入探析了习近平国家治理能力思想的理论基础、提出背景、提出过程及特点,归纳总结了习近平国家治理能力思想的主要内容,分析了思想的本质要求,指出了习近平国家治理能力思想以实现中国梦为核心目标,以“四个全面”为实现途径,并从实践和理论两个方面剖析了其思想的重要意义。
[Abstract]:In November 2013, the decision of the CPC Central Committee on several important issues of comprehensively deepening reform adopted by the third Plenary session of the 18th CPC Central Committee revealed for the first time Xi Jinping's thinking of state governance. The new CPC Central Committee, with Xi Jinping as its general secretary, has made a thorough study and positive exploration on the realization of the ability of national governance from the height of the development of the Party and the country, and has put forward a series of new ideas, and new judgments. These new views accord with the basic laws of social development, the basic requirements of the construction of socialist system with Chinese characteristics, and the basic connotation of Marxism in China. Xi Jinping's systematic discussion on the ability of national governance has formed a complete thought of national governance, which is an important concept of the Party's ruling power. The study of Xi Jinping's national governance ability is an important subject given by the times and has very important research value. On the basis of a systematic study of the Party's line, principles and policies since the 18th National Congress of the Communist Party of China (CPC) and General Secretary Xi Jinping's series of speeches on governing the country, the paper makes a thorough analysis of the theoretical basis of Xi Jinping's national governance thinking and puts forward the background. This paper puts forward the process and characteristics, summarizes the main contents of Xi Jinping's national governance ability thought, analyzes the essential requirements of the thought, and points out that Xi Jinping's national governance ability thought regards the realization of Chinese Dream as the core goal. This paper takes "four all-round" as the way to realize, and analyzes the significance of its thought from the aspects of practice and theory.
