后审批时代的政府改革:特征、目标与策略

【摘要】：后审批时代的政府改革既有迈向服务行政的冲动,又有回到管理行政的欲望;行政权力既无所不能,又力不从心。虽然后审批时代的政府改革存在不确定性,但其核心仍然是政府行政权力的设定、运行和监督,只要抓住行政权力这个核心,就可以掌握后审批时代政府改革的本质规律,从而规范和促进后审批时代政府管理步入健康良性的发展轨道,最终走向服务行政。
[Abstract]:The government reform in the post-examination and approval era has both the impulse to move towards service administration and the desire to return to management administration; the administrative power is omnipotent and powerless. Although there is uncertainty in the government reform in the post-examination and approval era, its core is still the setting, operation and supervision of the government's administrative power. As long as the core of the administrative power is grasped, the essential law of the government reform in the post-examination and approval era can be grasped.
