我国地级市行政管理体制改革问题研究

【摘要】:我国正处于社会经济转型的关键时期,经过30多年来的历次改革,我国初步构建了有中国特色的地级市政府行政管理模式,支持了国民经济持续高速的发展。然而,虽经多次改革,当前我国的地级市行政管理体制仍然不能完全适应社会经济发展的要求,依然存在很多问题,如行政审批权利过大、地方公共事务决策过程中民意吸收渠道少、行政监督机制不完善、财政公开透明不够细化等依然普遍存在,这些问题的存在已经严重影响到了地级市政府的公信力。因此,加快地级市政府行政管理体制改革的步伐已经成为当前必须解决的问题。如何进一步改革和完善地级市政府的行政管理体制是本文研究的主要内容。通过文献研究法、社会调研法和对比分析法,文章对地级市政府行政管理体制改革进行了深入阐述。首先清晰界定了地级市政府行政管理体制的概念,分析了地级市政府行政管理体制改革的必要性以及改革的目标,提出了地级市政府行政管理体制改革成败得失的判断标准。其次,详细介绍了地级市政府行政管理体制改革的主要历程,介绍了广东深圳市、湖北随州市和河北秦皇岛市行政管理体制改革的典型经验。最后,对我国地级市政府行政管理改革的理论和实践经验进行了总结,在此基础之上,深入剖析了现阶段我国地级市政府行政管理体制改革中存在的问题以及问题成因,据此提出了进一步深化我国地级市政府行政管理体制改革的意见和建议。
[Abstract]:China is in the key period of social and economic transformation. After more than 30 years of reform, China has initially constructed a local government administrative management model with Chinese characteristics, which supports the sustained and rapid development of the national economy. However, although many reforms have been made, the administrative system of local cities in China is still not fully adapted to the social economy. There are still many problems in the demand of economic development, such as the excessive rights of administrative examination and approval, the lack of public opinion absorption channels in the decision-making process of local public affairs, the imperfect administrative supervision mechanism and the lack of public transparency and transparency, which have seriously affected the credibility of the municipal government. Therefore, speed up the level of the local government. The pace of the reform of the administrative management system of the municipal government has become a problem that must be solved at present. How to further reform and improve the administrative management system of the municipal government is the main content of this article. Through the literature research method, the social investigation method and the comparative analysis method, the article has carried on the in-depth reform of the administrative management system of the municipal government. First, it clearly defines the concept of the administrative management system of the municipal government, analyzes the necessity of the reform of the administrative management system of the municipal government and the objectives of the reform, and puts forward the judgment standard for the failure and failure of the administrative management system of the municipal government. Secondly, it introduces the main reform of the administrative management system of the local municipal government in detail. The course introduces the typical experience of the administrative system reform in Shenzhen, Hubei, Suizhou and Qinhuangdao of Hebei in Guangdong. Finally, it summarizes the theoretical and practical experience of the administrative reform of the municipal government in China. On this basis, it deeply analyzes the existing reform of the administrative management system of the local municipal government at the present stage. On the basis of these problems and the causes of the problems, suggestions and suggestions are put forward for further deepening the reform of the administrative system of prefecture level cities in China.
