公共平台建设的多维取向

【摘要】：解析平台及公共平台的多维释义并对公共平台进行分类,是建构公共平台理论体系的基础。平台有三种基本类型,即产品平台、技术平台、双边平台。三类平台在核心特征、产生背景、作用领域、平台使命、创造价值模式、组织边界与开放性、战略选择、政府模式等多个维度表现出显著的不同。同时,三类平台也具有相似性:在工业工程结构上的基本一致性:都具有一定程度的开放性;结构决定功能;互为基础,甚至彼此包含;都具有一定的演化性。根据公共品供给方式及其与平台的关系,平台的家族谱系可细分为八种形式,按照平台的开放程度和公共治理的合作程度形成了平台的连续统一体。
[Abstract]:Analyzing and classifying the multi-dimensional meaning of public platform and platform is the basis of constructing the theoretical system of public platform. There are three basic types of platforms, namely, product platforms, technical platforms, and bilateral platforms. The three kinds of platforms show significant differences in many dimensions such as core features, background, functional areas, platform missions, value creation models, organizational boundaries and openness, strategic choices, government models, and so on. At the same time, the three platforms are similar: the basic consistency in industrial engineering structure: all have a certain degree of openness; structure determination function; mutual basis, even include each other; have a certain degree of evolution. According to the supply mode of public goods and its relationship with the platform, the family pedigree of the platform can be subdivided into eight forms, and the continuous unity of the platform is formed according to the open degree of the platform and the degree of cooperation of the public governance.
