开放政府数据战略的国际比较与中国的对策选择

【摘要】：开放政府数据战略的国际比较可以为我国数据开放战略的实施提供可资借鉴的方法和启示。通过大量的政策分析、案例比较以及文献调研,揭示了发达国家、发展中国家在开放数据战略制定、战略实施中的共性特征与差异,并从开放数据战略制定背景与过程、内容框架以及战略实施的法规制度、政府组织结构、条件保障、社会支持以及检查评估等方面总结开放政府数据战略的共性规律和围绕国情差异化发展的普遍特征;进而分析中国开放政府数据战略的实施背景,并基于国情提出针对性对策建议。
[Abstract]:The international comparison of the open government data strategy can provide the method and inspiration for the implementation of the data opening strategy in our country. Through a large number of policy analysis, case comparison and literature research, this paper reveals the common characteristics and differences in the formulation and implementation of open data strategy in developed and developing countries, and analyzes the background and process of making open data strategy. The general rules of the open government data strategy and the general characteristics of the different development around the national conditions are summarized from the aspects of the content framework and the legal system of the implementation of the strategy, the government organization structure, the condition guarantee, the social support and the inspection and evaluation. Then it analyzes the implementation background of China's open government data strategy, and puts forward countermeasures and suggestions based on the national conditions.
