协商式治理:基层社区治理的可行模式——基于上海浦东华夏社区的经验

【摘要】：上海浦东华夏社区创造了一种基层社区横向秩序协调机制,即协商式治理的经验模式。这种模式在现有社区格局基础上,构建社区协商式治理的平台,在社区精英的主导下,社区相关利益方多元参与社区公共事务的决策和公共服务的供给,实现社区多元共治。这种社区协商式治理的模式既符合十八届三中全会提出的国家治理体系和治理能力现代化的总目标,也是中国特色民主建设的生动实践。同时,由于社区协商式治理模式是一种增量改革,且现有的社区组织和精英是推动该模式广泛推广的可依托的社区主导领导力,因此,这种基层社区协商式治理模式具有较大的可推广性,是未来中国基层社区治理的可行模式。
[Abstract]:Shanghai Pudong Huaxia community has created a horizontal order coordination mechanism of grassroots community, that is, the experiential model of consultative governance. Based on the existing community pattern, this model constructs the platform of community consultative governance, under the leadership of the community elite, the community stakeholders participate in the decision-making of community public affairs and the supply of public services, and realize the community multi-co-governance. This mode of community consultative governance is not only in line with the overall goal of the modernization of national governance system and governance capacity put forward by the third Plenary session of the 18th CPC Central Committee, but also a vivid practice of democratic construction with Chinese characteristics. At the same time, because the community consultative governance model is an incremental reform, and the existing community organizations and elites are the community leading leadership that can be relied on to promote the widespread spread of the model, This kind of grass-roots community consultative governance model is more extensible and is a feasible mode of grass-roots community governance in China in the future.
