行政伦理视角下地方政府政绩的研究

【摘要】：现如今，政绩的好坏早已成为了地方行政官员升迁考核的一个主要标准，但是这样的标准实际上是片面的，面对政绩等于数字、政绩等于工程的社会现象人们开始了对政绩新一轮的审视。近几年来，中央政府已经认识到政绩观发生扭曲的事实，，于是通过对地方政府的深入调查和了解,发现主要的问题就在于地方政府对政绩的理解出现了严重的偏差，把政绩简单的理解成了绩效，却忽视了其中政绩观的价值和存在意义。于是，本文就希望在研究政绩观的时候将政绩深度化，从主客观两个方面挖掘存在的问题，特别要强调对政绩观伦理意识的培养。因为伦理意识的培养是对意识层面的一种有效完善，只有将伦理与制度两者全面的结合起来才能形成对政绩的正确认识，才能使得地方政府和公共管理者得到全面的提升。 本文正是出于这样的一种最终目的来研究政绩观的。面对已经错位的政绩观，本文希望借助相关的研究和文件整理出正确政绩观该有的伦理维度，从而让更多的地方行政官员来有效的管理自己，提升自己的伦理修为。本文首先对当前关于政绩观的研究进行了概括，从国内外发展到现有文献评述都做出了梳理，形成了发展性的认识。之后，对于研究主题中所涉及的相关概念和理论进行了详述和严格的区分，借助文献和实证研究的方法对政绩观的基本内容有了初步的了解。接着，就当今社会政绩观的偏差问题从主客观两方面做出了归纳和总结，特别指出了政绩伦理的缺乏，强调了它对于行为内化于心的重要作用。同时，对出现的错误政绩观以一种客观的视角评价了它的历史作用，并且结合实际指出了它在未来的发展之路。更为重要的是从伦理的维度对造成这一系列问题的原因做出了详细的阐释。最后就相关的问题结合了一些具体的实例提出了相应的解决措施。希望通过地方政府政绩观的研究能够对地方政府和公民都产生积极的影响，让他们形成正确的政绩观意识，进而更好的维护公共利益。
[Abstract]:Nowadays, the quality of political achievements has already become a major criterion for the promotion and assessment of local administrative officials, but such standards are in fact one-sided. In the face of political achievements, they are equal to figures. Achievements equal to the social phenomenon of engineering people began to examine the achievements of a new round. In recent years, the central government has realized the distorted fact of political achievements. Through in-depth investigation and understanding of local governments, it has been found that the major problem lies in the serious deviation in the local governments' understanding of political achievements. A simple understanding of achievements as performance, but ignore the value and significance of the view of achievement. Therefore, this paper hopes to deepen the achievements in the study of political achievements, from the subjective and objective two aspects of the existing problems, especially to emphasize the cultivation of ethical awareness of the political achievements. Because the cultivation of ethical consciousness is an effective improvement on the level of consciousness, only by combining ethics and system comprehensively can we form a correct understanding of political achievements and make local governments and public administrators get an overall promotion. This article is out of this kind of ultimate goal to study the view of political achievement. In the face of the misplaced view of political achievement, this paper hopes to use relevant research and documents to sort out the ethical dimensions of the correct view of political achievement, so that more local administrative officials can effectively manage themselves and improve their own ethics. This paper first summarizes the current research on the view of political achievement, from the development of domestic and foreign to the existing literature review have been combed, formed a developmental understanding. After that, the related concepts and theories involved in the research topic are elaborated and strictly distinguished, and the basic content of the view of political achievement is preliminarily understood by the methods of literature and empirical research. Then, the paper summarizes the deviation of the social achievement view from the subjective and objective aspects, especially points out the lack of political achievement ethics, and emphasizes its important role in the internalization of behavior. At the same time, it evaluates its historical function from an objective angle of view, and points out the way of its development in the future. More importantly, the causes of these problems are explained in detail from the perspective of ethics. Finally, the relevant problems are combined with some concrete examples to put forward the corresponding solutions. It is hoped that through the research of the local government's achievement view, the local government and the citizen can have a positive influence, so that they can form the correct sense of political achievement, and then better safeguard the public interest.
