整体政府理念下深化我国行政体制改革的再思考

【摘要】：整体政府理念是引领当代西方国家行政体制改革取向的最新理念,强调整合与优化资源配置、政府部门间的跨界合作、公平民主的公共管理原则,实现政府公共服务"一站式"的整体效能。改革开放以来,我国行政体制改革取得了举世瞩目的成就,但是,仍然存在着行政效率低下、缺乏行政合力、政府公信力缺失等问题。在我国行政体制改革进入攻坚阶段,有必要借鉴西方经验,确立整体政府理念,调整行政体制改革的目标取向、政策取向,通过优化改革目标、推行部门间的跨界合作、注重公平与效率的统一、健全责任担当与问责机制、完善行政评价与监督体系等对策,推进我国行政体制改革不断向纵深发展。
[Abstract]:The overall concept of government is the latest idea to lead the reform of the administrative system in contemporary western countries, emphasizing the principles of integration and optimization of resources allocation, cross-border cooperation among government departments, fair and democratic public management. To achieve the overall effectiveness of the government public service "one-stop". Since the reform and opening up, China's administrative system reform has made remarkable achievements. However, there are still some problems such as low administrative efficiency, lack of administrative force and lack of government credibility. When the reform of our country's administrative system enters the critical stage, it is necessary to draw lessons from western experience, establish the concept of the whole government, adjust the target orientation and policy orientation of the reform of the administrative system, and carry out inter-departmental cross-border cooperation through optimizing the reform objectives. We should pay attention to the unity of fairness and efficiency, perfect the mechanism of responsibility and accountability, perfect the system of administrative evaluation and supervision, and push forward the reform of administrative system in depth.
