地方政府招商引资的行政成本研究

【摘要】：通过各种有效方法和途径,吸引资本进行投资,在投资人获取利润的同时也能够发展地方经济,这样的一项系统性工程称之为招商引资。通过多年的努力和探索,全国每个省市都摸索出了适合自己发展情况的一套招商引资制度体系。但是,不管什么样的招商引资,都需要投入一定的行政成本,在招商引资工作当中,行政成本包括显性成本、隐性成本和或有成本。投入的成本和取得的实际成果应该被纳入重要的考评指标,以此来科学有效地分析招商引资的成效。地方政府需要低投入,高绩效的科学引资,低投入高回报是检验招商引资成败的重要验金石。然而目前各地方政府普遍存在招商引资行政成本过高、招商引资行政成本投入产出率低等问题。本文通过对地方招商引资模式和发展历程的梳理,对招商引资的政策管理、人才、资本、网络和信息技术等要素进行分析,研究招商引资行政成本高低的比较方法,得出成本过高的一般性原因分析。文章旨在借鉴国际国内关于招商引资行政成本和绩效评估方面的经验和成果,探索如何有效降低招商引资工作中的行政投入同时有效提高政府行政职能的路子,有效针对招商引资的行政成本进行控制和监测。最后本文提出了控制地方招商引资行政成本的对策建议,包括强化招商引资系统性成本效益观念、启用专业招商中介降低招商成本、培养综合招商人员实现招商效益最大化、评估招商引资绩效来监测招商引资成本收益、通过招商“选资”降低招商成本风险等等。
[Abstract]:Through all kinds of effective ways and means to attract capital to invest, investors can also develop local economy while making profits. Such a systematic project is called attracting investment. Through years of hard work and exploration, every province and city in China has found out a system of investment system suitable for its own development. However, no matter what kind of investment, we need to invest a certain administrative cost. In the process of attracting investment, the administrative cost includes explicit cost, implicit cost and contingent cost. The cost of investment and the actual results should be included in the important evaluation index, so as to scientifically and effectively analyze the effect of attracting investment. Local governments need low investment, high performance scientific investment, low investment and high return is an important test of success or failure of investment. However, at present, local governments generally have problems such as high administrative cost and low output rate. Through combing the pattern and development course of local investment attraction, this paper analyzes the factors such as policy management, talent, capital, network and information technology, and studies the comparative method of the administrative cost of attracting investment. The general reasons for the high cost are analyzed. The purpose of this paper is to draw lessons from international and domestic experiences and achievements on the administrative cost and performance evaluation of attracting foreign investment, and to explore how to effectively reduce the administrative input in the process of attracting investment and effectively improve the administrative function of the government. Effectively control and monitor the administrative cost of attracting investment. Finally, this paper puts forward the countermeasures and suggestions to control the administrative cost of local investment, including strengthening the concept of systematic cost-benefit of attracting investment, using professional investment intermediary to reduce the cost of attracting investment, and training the comprehensive investment recruitment personnel to maximize the investment efficiency. To evaluate the performance of attracting investment to monitor the cost and income of attracting investment, and to reduce the risk of attracting investment by "selecting investment" and so on.
