公众应对地震预警的行为过程及其影响因素研究

【摘要】：公众的预警应对是地震预警能否发挥效用的决定因素之一。地震预警发出后,公众的应对过程可分解为预警信息反应、风险认知与评估、防范行为搜索与评估以及防范行为实施四个阶段。而公众在每一个阶段的反应与选择又是多种因素共同作用的结果,包括对地震预警知识的了解程度、地震预警信息本身、公众的风险感知、个体的风险承受能力、社会信任和其他社会因素。要提升公众应对地震预警的能力,需加强地震预警相关的宣传教育和预警演习、完善地震预警系统及相关制度,研究制定科学的预警应对指南、提升公众的应急准备意识、建立社会支持系统,提升公众的心理应对和加强应急公共基础设施建设。
[Abstract]:The early warning response of the public is one of the determinants of the effectiveness of earthquake warning. After the earthquake warning is issued, the public response process can be divided into four stages: early warning information response, risk cognition and evaluation, preventive behavior search and evaluation, and preventive behavior implementation. And the public's response and choice in each stage are the result of a variety of factors, including the degree of understanding of earthquake warning knowledge, earthquake warning information itself, public risk perception, individual risk tolerance, Social trust and other social factors. In order to enhance the ability of the public to deal with earthquake early warning, it is necessary to strengthen the propaganda, education and early warning exercises related to earthquake warning, improve the earthquake warning system and related systems, study and formulate scientific early warning and response guidelines, and enhance the public's awareness of emergency preparedness. Establish social support system, improve the public psychological response and strengthen emergency public infrastructure construction.
