应急管理中公众安全感的指标体系研究

【摘要】：公共危机事件是一种对大多数人产生威胁或者不良影响的事件,并且也对整个社会的基本价值及行为准则产生一定的影响。也就是说,最初是小范围的,会在电视媒体、网络电视等的传播作用下成为社会事件,引起更多人的关注,给平常大众的正常生活带来一定的影响,甚至给大众带来恐慌感。要解决这种危机必须要调动或者是使用大众资源,通过大众的自我修复、心理辅导等解除危机的影响,所以公共危机事件具有公共性。风险社会中自然灾害、事故灾难、公共卫生事件和社会安全事件频发,人们长期处于不安与焦虑之中,以往危机应对较多关注对危机事件本身的处置,忽略了公众心理深层次的危机应对。它的爆发时间、爆发地点以及爆发的形式等都是无法预测、无法掌握的。虽然其中一部分危机的发生是由人为因素造成的,并且这部分的重大危机在发生前都会有一些具有一定征兆性的细节或者是小事,但对于这些细节、小事等,人们常常会忽略。另外,由于政府作出决策之前的信息不全面,人们的理性又是有限的,这就使得许多的公共危机事件的发生和发展无法估计。所以关注危机压力下公众安全感的破坏和需求,并据此开发危机应对机制和策略是一个值得深入探讨的研究方向。我国对于突发事件应急管理这一问题研究的起步较晚,起初研究最集中的领域,为地震、干旱、洪涝、台风等自然灾害的公共危机事件危机管理研究。我国的应急管理中公共危机事件引导是在政府的倡导下逐步发展起来的,随着市场经济的深化改革和社会福利制度的建立,基于以上背景,本课题结合行政学、管理学、心理学等多学科理论,运用德尔菲法和层次分析法构建了应急管理中公众安全感的指标体系,最后在所建指标体系的基础上,分析评价了汶川县应急管理中公众安全感,为相关政府部门提升公众安全感提供参考。
[Abstract]:The public crisis event is a kind of event which has a threat or bad effect to the majority of people, and also has a certain influence on the basic values and codes of conduct of the whole society. That is to say, initially it is small, it will become a social event under the influence of TV media, network TV and so on, which will arouse more people's attention, bring certain influence to the normal life of ordinary people, and even bring panic to the public. In order to solve this kind of crisis, we must mobilize or use the public resources, relieve the influence of the crisis through the self-repair and psychological counseling of the public, so the public crisis event has a public character. Natural disasters, accident disasters, public health events and social security incidents occur frequently in risk societies. People are in a state of unease and anxiety for a long time. In the past, more attention has been paid to the handling of crisis events themselves. Ignore the deep level of public psychological crisis response. Its time, place and form of outbreak are unpredictable and impossible to grasp. Although part of the crisis is caused by human factors, and this part of the major crisis before the occurrence of some ominous details or small things, but for these details, small things, people often ignore. In addition, because of the incomplete information before the government makes the decision, the rationality of people is limited, which makes the occurrence and development of many public crisis events impossible to estimate. So paying attention to the damage and demand of public sense of security under the pressure of crisis and developing the mechanism and strategy of crisis response is a research direction worthy of further discussion. The research on emergency management of emergencies in China started late. At first, the most concentrated research area was the public crisis management of natural disasters such as earthquake, drought, flood, typhoon and so on. The guidance of public crisis events in China's emergency management is gradually developed under the initiative of the government. With the deepening of the reform of the market economy and the establishment of the social welfare system, based on the above background, this subject combines administration and management. Based on the theory of psychology and other subjects, the paper constructs the index system of public sense of security in emergency management by using Delphi method and analytic hierarchy process. Finally, on the basis of the index system, this paper analyzes and evaluates the public sense of security in emergency management in Wenchuan County. For the relevant government departments to promote the public sense of security reference.
