深圳市城市志愿服务的现状及对策分析

【摘要】：市场经济的迅猛发展带动社会转型、体制转轨和价值观转变,政府部门包办所有公共产品供给与服务的传统被突破,政府的地位开始相对削弱,进入政府、市场和社会三元主体局面,尤其是社会力量的迅猛崛起,社会成员开始逐步走上处理社会问题的舞台并被现实证明了其有效性。志愿服务事业顺应潮流,在全球蓬勃发展,也在当代的中国呈现出勃勃生机。伴随着改展开放的深入,中国的志愿服务正在逐步朝着制度化、国际化、社会化、专业化、社区化等特征迈进。志愿服务正有效的补充和替代政府的部分职能,它不仅在扮演着公共产品和服务的提供者,也是和谐社会的捍卫者,很好的解决社会矛盾。深圳是全国志愿服务的发源地之一,当前取得了很多骄人的成绩,但也存在着诸多缺陷。文章以深圳市志愿服务为研究对象,目的是为了探讨在我国市场经济迅猛发展的大背景之下,面对经济转轨和制度转型以及深圳市日益变化的公共需求,政府如何才能构造志愿组织健康发展的良好环境,如何才能更好的发挥志愿组织在社会生活中整合社会资源,节约社会成本等多方面的优势,如何才能正确的处理好政府、社会组织和市民需求之间的关系,如何才能充分发挥志愿组织在构建和谐社会中的积极作用。本文先对深圳市的城市志愿服务及当前城市志愿服务存在的问题作了一定的分析,并总结了出现问题的深层原因,并针对如何构建深圳城市志愿服务体系提出了自己的观点,即必须通过加强志愿组织自身管理与建设,以专业化提升志愿服务“含金量”、加强社会协调,优化社会环境以社区化实现“志愿服务就在身边”、优化顶层设计,推进志愿服务以制度化保障志愿服务常态化开展、以信息化推动服务机制创新、加强区域与国际交流合作以促进志愿服务交流合作。
[Abstract]:With the rapid development of the market economy, the transformation of the society, the transformation of the system and the transformation of the values, the tradition of government departments arranging the supply and service of all public goods has been broken through, and the position of the government has been relatively weakened and entered the government. The market and the society ternary main body situation, especially the rapid rise of the social force, the social member begins to step on the stage which deals with the social problem step by step, and has proved its validity by the reality. Volunteerism keeps pace with the tide, develops vigorously in the world, also presents the vitality in the contemporary China. With the deepening of reform, China's voluntary service is gradually moving towards the characteristics of institutionalization, internationalization, socialization, specialization, community and so on. Voluntary service is effectively supplementing and replacing some functions of the government. It not only acts as the provider of public goods and services, but also acts as the guardian of a harmonious society, and solves social contradictions very well. Shenzhen is one of the birthplaces of voluntary service in China. This paper takes voluntary service in Shenzhen as the research object, in order to explore the economic transition and institutional transformation and the changing public demand of Shenzhen under the background of the rapid development of market economy in our country. How can the government construct a good environment for the healthy development of voluntary organizations, how to better play the voluntary organizations in social life in the integration of social resources, saving social costs and other advantages, how to correctly handle the government, How to give full play to the positive role of voluntary organizations in building a harmonious society is the relationship between social organizations and the needs of citizens. In this paper, the author first analyzes the problems of urban volunteer service in Shenzhen, summarizes the deep causes of the problems, and puts forward his own views on how to construct the urban volunteer service system in Shenzhen. That is, we must strengthen the management and construction of voluntary organizations themselves, enhance the "gold content" of voluntary service with specialization, strengthen social coordination, optimize the social environment and realize that "voluntary service is around" and optimize the top-level design. To promote voluntary service in order to ensure the normalization of voluntary service, to promote the innovation of service mechanism with information, to strengthen regional and international exchanges and cooperation to promote voluntary service exchange and cooperation.
