从政府管理到协同治理:人才管理改革探索研究——基于苏南实践的研究

【摘要】:现代社会需要新的社会理论进行引导,协同治理应时出现,为政府、市场、社会参与社会管理提供了理论基础。人才管理过程中存在多种问题,人才管理主体单一;政府在管理过程中过度干预,角色失位;市场与社会组织还没有完全发挥出自己的引导作用,各自对自己职责范围界定不清。这决定了人才治理也是协同治理的重要组成部分,实现人才的协同治理具有深远意义,促使社会组织发展变革,加快政府转型,满足市场需求,推进社会主义市场经济加快发展。
[Abstract]:Modern society needs the guidance of new social theory, and coordinated governance appears in time, which provides a theoretical basis for government, market and society to participate in social management. There are many problems in the process of talent management, the main body of talent management is single, the government has intervened excessively in the process of management, the role has been lost, the market and social organization have not fully played their leading role. The scope of their respective responsibilities is not clearly defined. This determines that talent governance is also an important part of collaborative governance. It is of far-reaching significance to realize the coordinated governance of talents, promote the development and transformation of social organizations, accelerate the transformation of the government, and meet the needs of the market. We will speed up the development of the socialist market economy.
