街头官僚概念的中国适用性:对中国街头官僚概念内涵和外延的探讨

【摘要】：在被国内学者用来描述和解释中国行政实践时,街头官僚概念本身的中国适用性并未得到自觉探讨,这就使街头官僚究竟指涉哪些群体语焉不详,街头官僚理论与解决中国问题的适切性也显得晦暗不明。以经典街头官僚定义的要件为基础,转换它的国别和时代背景,中国街头官僚的判断标准得以确立、概念的内涵和外延随之得以清晰界定。中国当代街头官僚不等同于行政执法类公务员、也不只局限于公务员队伍中。在整合的意义上,可以将不同历史时期与民众直接互动、在行政行动中具有自主性的官僚组织成员统称为街头官僚。街头官僚概念的中国适用性因概念的重新界定得以确立,并在综合性理论的期许下产生新的理论和实践展望。
[Abstract]:When used by domestic scholars to describe and explain China's administrative practice, the applicability of the concept of street bureaucrats in China has not been consciously explored, which makes it unclear which groups the street bureaucrats refer to. The relevance of street bureaucracy theory to solving China's problems is also obscure. Based on the elements of the classical definition of street bureaucrats and changing its national and contemporary background, the judgment standard of Chinese street bureaucrats can be established, and the connotation and extension of the concept can be clearly defined. China's contemporary street bureaucrats are not equal to administrative law enforcement civil servants, nor are they confined to civil servants. In the sense of integration, the members of bureaucratic organizations with autonomy in administrative action can be called street bureaucrats by directly interacting with the people in different historical periods. The applicability of the concept of street bureaucracy in China has been established by the redefinition of the concept, and a new theoretical and practical prospect has emerged under the expectation of comprehensive theory.
