我国政府防灾减灾救灾区域协作的重塑——基于整体性治理的理论视角

【摘要】：灾害具有外溢性、扩散性和跨区域性特点,基于属地开展防灾减灾救灾工作与灾害发展属性不相契合,由此导致灾害管理失灵。整体性治理理论倡导通过合作,解决复杂的公共问题,契合了我国防灾减灾救灾体制机制重构的现实需求,为我国防灾减灾救灾区域协作提供了理论支撑。我国目前防灾减灾救灾区域协作无论在范围上还是程度上均比较有限,防灾减灾救灾各自为政的现象未得到根本性突破。防灾减灾救灾体制机制改革需要重视区域协作这一重要因素和薄弱环节,通过理念变革、制度创新、模式重塑、组织整合和治理机制整合,实现防灾减灾救灾区域协作的制度化和常态化,推动灾害从属地管理走向整体性治理,以真正提升政府防灾减灾救灾能力。
[Abstract]:Disaster has the characteristics of spillover, diffusivity and cross-region. The disaster management failure is caused by the disaster prevention and mitigation and relief work based on the attribute of disaster development. The theory of holistic governance advocates the solution of complex public problems through cooperation, which meets the practical needs of the reconstruction of disaster prevention and mitigation and relief system mechanism in China, and provides theoretical support for regional cooperation in disaster prevention and mitigation and disaster relief in China. At present, the regional cooperation in disaster prevention, mitigation and relief in China is limited in both scope and degree, and the phenomenon of disaster prevention, mitigation and relief has not been fundamentally broken through. The reform of system mechanism of disaster prevention, mitigation and relief needs to pay attention to the important factor and weak link of regional cooperation, through idea change, system innovation, model remolding, organization integration and governance mechanism integration. To realize the institutionalization and normalization of regional cooperation in disaster prevention, mitigation and relief, and to promote disaster management from territorial management to holistic management, so as to truly enhance the ability of the government to prevent and reduce disaster.
