云南民族地区S镇公务员激励机制研究

【摘要】:乡镇是我国最基层的行政区划和行政层级,上级党委政府的各项方针政策最终都需要乡镇来落实,乡镇公务员就是落实任务的责任主体,其工作态度、积极性等主观取向都将直接影响乡镇政府公共形象。民族地区有着自身独特的区域环境、民族文化,必将影响当地的政治文化,从而对公务员的激励机制造成影响。对云南民族地区公务员激励机制的结构和功能进行分析时发现,在公务员的激励机制设计上,云南对少数民族地区有一定的政策倾斜。基于以上的视角,本文在选取研究个案时充分考虑必须是少数民族且是某一民族占人口绝大多数的乡镇。S镇就具备了这样一个先决的条件。 通过采用问卷调查、访谈法等多种研究方法,引入管理学特别是激励管理的经典理论对S镇政府公务员的激励机制现状、存在问题以及存在问题的原因进行深入地分析,提出完善云南民族地区乡镇公务员激励机制的路径和对策。并得出结论:一个地区的民族文化在一定程度上对当地政府的激励理念造成影响;薪酬激励应保持适度水平,并形成稳定的薪酬调整机制;学历高、年龄较轻的公务员更加注重职务的晋升激励;本地干部占民族地区乡镇公务员的绝大多数,有利于稳定公务员队伍结构;工作本身的价值是吸引乡镇公务员的重要因素;重视培训对乡镇公务员的激励作用。
[Abstract]:Villages and towns are the most basic administrative divisions and administrative levels in our country. All the principles and policies of party committees and governments at higher levels ultimately need to be implemented by townships and townships, and township civil servants are the main body of responsibility for the implementation of their tasks, and their working attitude, Enthusiasm and other subjective orientation will directly affect the public image of township government. Ethnic regions have their own unique regional environment, national culture, will inevitably affect the local political culture, thus affecting the incentive mechanism of civil servants. By analyzing the structure and function of the incentive mechanism for civil servants in ethnic minority areas of Yunnan Province, it is found that Yunnan has a certain policy inclination towards minority areas in the design of incentive mechanism for civil servants. Based on the above perspective, this paper fully considers that the minority nationality and a certain ethnic group constitute the majority of the population in the towns and townships in which the case studies are selected. Through the use of questionnaires, interviews and other research methods, this paper introduces the classical theory of management, especially incentive management, to analyze the current situation, problems and reasons of the incentive mechanism of S township government civil servants. This paper puts forward the ways and countermeasures to perfect the incentive mechanism of township civil servants in ethnic minority areas of Yunnan. And draw the conclusion: the national culture of a region has an influence on the incentive idea of the local government to a certain extent, the salary incentive should maintain the moderate level, and form the stable salary adjustment mechanism, the academic background is high, The younger civil servants pay more attention to the promotion of posts, the local cadres account for the vast majority of township civil servants in minority areas, which is conducive to the stability of the civil service structure, the value of the work itself is an important factor to attract township civil servants; Pay attention to the incentive role of training for township civil servants.
