少数民族特色村寨建设中的文化扶贫:价值、机制与路径选择

【摘要】：贫困问题一直是制约我国全面建成小康社会的主要障碍,而民族地区更是我国打赢脱贫攻坚战的主战场。近年来,我国在解决民族地区贫困问题方面成绩显著,但依然存在着"数字脱贫""精神贫困""脱贫人口返贫"等诸多问题,在攻坚克难时期探索更具针对性的长效扶贫模式迫在眉睫。本文从少数民族特色村寨文化资源丰富、贫困问题集中突出、致贫原因复杂的实际出发,构建特色村寨文化扶贫模式,从民族文化传承与民族文化传播角度探讨文化保护策略,提出加强民族文化教育,大力发展文化产业及文化事业,建设以村寨为平台的文化产业园等政策路径,以提高和培育特色村寨贫困人口自我发展能力与动力,实现持续性脱贫。
[Abstract]:The problem of poverty has been the main obstacle to the building of a well-off society in China, and the ethnic areas are the main battlefields for our country to win the battle against poverty. In recent years, China has made remarkable achievements in solving the problem of poverty in ethnic areas, but there are still many problems such as "getting rid of poverty digitally", "spiritual poverty", "getting rid of poverty", "returning to poverty", and so on. It is urgent to explore a more targeted long-term poverty-alleviation model during the period of tackling the problem. Based on the fact that the cultural resources of the villages with minority characteristics are rich, the problems of poverty are concentrated and prominent, and the causes of poverty are complicated, this paper constructs the poverty alleviation model of the characteristic village culture, and probes into the cultural protection strategies from the perspective of the national cultural heritage and the dissemination of national culture. In order to improve and cultivate the self-development ability and motive force of the poverty-stricken population in the characteristic village, it is proposed to strengthen the education of national culture, develop the cultural industry and cultural undertakings, and construct the cultural industry park based on the village as the platform, so as to realize the sustainable poverty eradication.
