养老保障政策价值传导及其影响机制研究——基于湖北省民营企业的证据

【摘要】：在对湖北省15家民营企业调查的基础上,构建了养老保障政策价值的内部传导及对养老生活支持感的影响机制模型,深入探讨了养老保障政策对养老生活的支持作用。实证分析结果表明,一方面养老保障政策的不同价值特性对养老生活支持感的作用不同,其中适当性与充分性和回应性正向关联,共享性对效益性和充分性、公平性和回应性均有积极作用。表明养老公平、缴费合理、服务同质是政府、企业和个人三方的共同责任,同时也需要公平公正、可持续发展的养老保障制度确保其有效实现。另一方面养老保障政策的充分性、公平性和回应性对民营企业职工的养老生活支持感具有显著的积极作用,在提高民营企业职工的养老生活支持感上,充分性比效益性作用更显著,公平性与回应性作用差异不大。表明养老保障在兼顾政策内容全面性的基础上,应重点突出政策目标和关键内容,满足职工主要养老诉求,充分发挥政策价值的保障作用,着力提升企业职工的养老生活水平。
[Abstract]:Based on the investigation of 15 private enterprises in Hubei province, this paper constructs the internal transmission of pension policy value and the influence mechanism model on the sense of supporting life for the aged, and probes into the supporting role of pension security policy on the life of the aged. The empirical results show that, on the one hand, the different value characteristics of the old-age security policy have different effects on the sense of supporting life for the aged, in which appropriateness is positively correlated with adequacy and responsiveness, sharing is beneficial and sufficient. Fairness and responsiveness play a positive role. It shows that the pension is fair, the payment is reasonable and the service is homogeneous. It is the responsibility of the government, the enterprise and the individual. At the same time, it also needs the fairness and justice, and the sustainable development of the old-age security system to ensure its effective realization. On the other hand, the adequacy, fairness and responsiveness of the old-age security policy have a significant positive effect on the supporting sense of the old-age life of the private enterprise workers. Adequacy is more significant than benefit, and there is little difference between fairness and responsiveness. It shows that on the basis of giving consideration to the comprehensive content of the policy, the old-age security should focus on the policy objectives and key contents, satisfy the main demands of the staff and workers, give full play to the safeguard role of the policy value, and make great efforts to improve the living standard of the aged workers in enterprises.
