重庆市政府在PPD中心建设中引导作用的探析

【摘要】：PPD中心是塑料颗粒分拨中心的简称。十八届三中全会审议通过的《中共中央关于全面深化改革若干重大问题的决定》,指出:“经济体制改革是全面深化改革的重点,核心问题是处理好政府和市场的关系,使市场在资源配置中起决定性作用和更好发挥政府作用。”一方面明确了在社会经济运行中市场的主要地位,另一方面明确了政府和市场的关系。在此之间,政府发挥的作用主要是引导和服务,促进政府转型,转型核心是以简政放权。使政府在市场调节中既能起到引导作用,也会“包办”经济社会及企业行为,深入推进政企分开,建设高效、廉洁、科学及人民满意的服务型政府。切实提升切实保障及改善民生,提高居民生活质量;对企业的各种经济及生产行为进行服务及引导,加速企业有序高效生产。同时,推进依法行政,强化政府工作人员的法律意识,健全依法行政的工作机制,达到政府引导的理想境界。在扶持行业的过程中,政府发挥了很好的服务引导作用,良好地履行了政府服务的职能,不仅提供生活性服务,还提供生产性服务。为进一步调整产业结构,重庆市政府出台了一系列政策,如积极扶持和引导小微企业的健康发展;又如积极扶持及引导IT这个高效能,低污染,高就业的产业,这都是促进我市产业结构升级的一大途径。2011年,重庆就形成了“3+6+300”的笔记本电脑产业集群。两年后,重庆已形成了每年生产一亿台笔记本电脑基地。2013年,重庆市电子信息产业产值比重达到了23.7%,成为重庆市第一大支柱产业。所以重庆工业企业尤其是电子信息企业对PP原材料需求量很大。当前中国PP行业产值每年达到500亿元,而国内需求量约800亿元。如何让政府在我市建立重庆市PPD中心是一项艰巨的系统工程,需要社会各方面做出积极的努力。就政府而言,促进政府转型,提供扶持及服务,推动政府由管制型向服务型转变,对建立PPD中心、降低物流成本、提高PP原材料的本地配套率具有十分重大的意义。本文分为五个部分:第一部分为:研究背景与意义;第二部分为国内外研究;第三部分政府在PPD中心建设中的引导;第四部分为对政府服务效能的思考;第五部分结论与展望。
[Abstract]:PPD center is the abbreviation of plastic particle distribution center. The "decision of the CPC Central Committee on comprehensively deepening the Reform" adopted by the third Plenary session of the 18th CPC Central Committee pointed out: "Economic restructuring is the focus of comprehensive deepening reform, and the core issue is to properly handle the relationship between the government and the market. So that the market in the allocation of resources play a decisive role and better play the role of government. " On the one hand, it clarifies the main position of the market in the social economic operation, on the other hand, it clarifies the relationship between the government and the market. In between, the role of the government is mainly to guide and service, promote the transformation of the government, the core of the transition is to simplify government power. So that the government can not only play a leading role in the market regulation, but also "organize" the economic, social and enterprise behavior, and further promote the separation of government and enterprise, and build a service-oriented government with high efficiency, integrity, science and people's satisfaction. We will ensure and improve the livelihood of the people, improve the quality of life of the residents, serve and guide the various economic and productive behaviors of enterprises, and accelerate the orderly and efficient production of enterprises. At the same time, we should promote administration by law, strengthen the legal consciousness of government functionaries, perfect the working mechanism of administration by law, and reach the ideal state of government guidance. In the process of supporting the industry, the government has played a very good leading role in service, performing the function of government service well, not only to provide living services, but also to provide productive services. In order to further readjust the industrial structure, the Chongqing Municipal Government has issued a series of policies, such as actively supporting and guiding the healthy development of small and micro enterprises, and actively supporting and guiding IT, an industry with high efficiency, low pollution, and high employment. This is a great way to promote the upgrading of our city's industrial structure. In 2011, Chongqing formed a "36,300" notebook computer industry cluster. Two years later, Chongqing has established an annual production base of 100 million notebook computers. In 2013, the proportion of output value of Chongqing's electronic and information industry reached 23.710%, becoming Chongqing's No. 1 pillar industry. Therefore, Chongqing industrial enterprises, especially electronic information enterprises, demand for PP raw materials. At present, China's PP industry output value of 50 billion yuan per year, and the domestic demand of about 80 billion yuan. How to make the government set up Chongqing PPD Center in our city is a difficult systematic project, which needs all aspects of society to make active efforts. As far as the government is concerned, it is of great significance to promote the transformation of government, to provide support and services, and to promote the transformation of government from control to service, which is of great significance to the establishment of PPD center, the reduction of logistics cost and the improvement of local matching rate of PP raw materials. This paper is divided into five parts: the first part is the research background and significance; the second part is the research at home and abroad; the third part is the guidance of the government in the construction of PPD center; the fourth part is the thinking of the government service efficiency; the fifth part is the conclusion and prospect.
