服务型政府视角下的长春市NG区政府机关绩效评估体系研究

【摘要】:推行政府绩效管理,是推动科学发展、加快转变经济发展方式、全面加强政府自身建设的有效途径。旨在提高行政效能,提升工作绩效。本文以NG区为研究对象,站在服务型政府的角度上,研究分析该区的绩效评估制度及实施情况,查摆问题,分析原因,提出改进建议。第一章为绪论部分,,主要介绍论文的选题依据、研究意义、研究目的,采用的研究方法以及国内外研究的现状。第二章为理论知识部分,主要阐述绩效评估的概念及内涵,相关理论,以及国内政府绩效评估的典型模式。第三章为基本情况部分,主要介绍NG区的绩效评估现状。第四章为问题分析,主研究分析NG区的绩效评估过程中存在的问题,以及问题产生的原因。存在的问题主要变现在:对政府绩效评估的认识有偏差;绩效评估的标准不够完善;绩效评估的结果运用不规范。究其原因,就在于一是观念相对陈旧,二是法制化保障缺失,三是技术比较落后,四是人才培养有待加强,务实信息化程度不高。第五章为建议部分,提出推动NG区绩效评估健康、持续实施的改进建议。一是更新观念提高认识水平,二是培育政府绩效评估文化,三是完善指标体系,四是做好考评制度保障,五是规范运用考评结果,六是加强绩效评估的实施过程与沟通辅导,七是加强绩效人才的培养。
[Abstract]:The implementation of government performance management is an effective way to promote scientific development, speed up the transformation of economic development, and comprehensively strengthen the government's own construction. Aims to improve administrative efficiency, improve job performance. This paper takes the NG area as the research object, from the point of view of the service-oriented government, studies and analyzes the performance evaluation system and the implementation of the area, examines the problems, analyzes the reasons, and puts forward some suggestions for improvement. The first chapter is the introduction, which mainly introduces the basis, significance, purpose, research methods and the current situation of the research at home and abroad. The second chapter is the theoretical knowledge, mainly describes the concept and connotation of performance evaluation, related theories, as well as the typical model of domestic government performance evaluation. The third chapter is the basic situation, mainly introduces the current situation of NG performance evaluation. The fourth chapter is the problem analysis, the main research analyzes the problems existing in the performance evaluation process of the NG area, and the causes of the problems. The existing problems mainly change now: the understanding of government performance evaluation is biased; the standard of performance evaluation is not perfect; the result of performance evaluation is not standardized. The reason lies in: first, the concept is relatively old, the second is the lack of legalization guarantee, the third is that the technology is relatively backward, the fourth is that the cultivation of talents needs to be strengthened, and the level of practical information is not high. The fifth chapter is the suggestion part, proposes the improvement suggestion which promotes the NG area performance appraisal health, carries on continuously. One is to renew the concept and raise the level of understanding, the other is to cultivate the culture of government performance evaluation, the third is to perfect the index system, the fourth is to do a good job in ensuring the evaluation system, the fifth is to standardize the application of the evaluation results, and the sixth is to strengthen the implementation process and communication guidance of the performance evaluation. Seventh, strengthen the cultivation of performance talents.
