内蒙古测绘地理信息行政管理问题与对策研究

【摘要】：测绘地理信息作为一项关系到国计民生的基础性工作,在我国古代就被广泛用于各行各业,以其实用性、基础性、广泛性而被历代相传,逐渐发展进步。随着时代的发展,进入21世纪以来,测绘地理信息更是在工程建设、国防建设、政府决策、民众生活中发挥着重要的基础性作用,为各部门提供专业的地图数据、地理信息基础资料、实时位置信息等重要数据。在世界各国,测绘地理信息受关注程度越来越高,许多国家成立专门的测绘地理信息机构开展测绘地理信息工作,服务的领域不断拓宽。政府部门在推动测绘地理信息产业化发展方面其的作用越来越大,承担的职责越来越突出。文章详细介绍了测绘地理信息的内涵概述、历史发展、现今情况、测绘地理信息行政管理的国内外情况,对内蒙古测绘地理信息的发展详细做了介绍,通过数据和资料分析了内蒙古测绘地理信息行政管理的基本情况、存在的问题、存在问题的深层次原因。测绘地理信息行政管理的主要问题集中在政府执政观念的陈旧,体制机制建设不够健全,相关机构的设置不够完善,政府部门的重视程度不高等方面。在我国大力推进政府机制体制改革的攻坚阶段,任何阻碍行业健康快速发展的不利因素都值得我们认真研究并加以改善。一些旧有的机制体制已经不利于服务型政府的创建。为了积极推动测绘地理信息这一低碳环保、科技含量高、附加值高的阳光产业飞速发展,有必要对测绘地理信息发展的特点和行政管理的模式进行分析研究。本文通过借鉴国内外先进的管理方式,结合内蒙古经济发展的具体情况,对当前存在的行政管理问题进行深入剖析,并相应找出对策,尝试探索出一条适合内蒙古测绘地理信息发展的正确道路。
[Abstract]:As a basic work related to the national economy and the people's livelihood, the geographic information of surveying and mapping has been widely used in various industries in ancient China, and has been passed down from generation to generation with its practicability, foundation and extensiveness, and has gradually developed and progressed. With the development of the times, since the 21st century, surveying and mapping geographic information has played an important and fundamental role in engineering construction, national defense construction, government decision-making and people's life, providing professional map data for various departments. Basic geographic information, real-time location information and other important data. In the world, surveying and mapping geographic information has been paid more and more attention. Many countries have set up special surveying and mapping geographic information institutions to carry out surveying and mapping geographic information work, and the fields of service have been widened. Government departments play a more and more important role in promoting the industrialization of surveying and mapping geographic information. This paper introduces in detail the connotation, historical development, present situation of surveying and mapping geographic information, the domestic and foreign situation of surveying and mapping geographic information administration, and the development of surveying and mapping geographic information in Inner Mongolia. Based on the data and data, this paper analyzes the basic situation, the existing problems and the deep-seated causes of the administrative management of surveying and mapping geographic information in Inner Mongolia. The main problems in the administrative management of surveying and mapping geographic information are the outmoded concept of the government, the construction of the institutional mechanism is not perfect, the establishment of the related institutions is not perfect enough, and the degree of attention of the government departments is not high. In the period of pushing forward the reform of government mechanism system in China, any unfavorable factors that hinder the healthy and rapid development of the industry are worthy of our careful study and improvement. Some old mechanism system has been unfavorable to the establishment of service-oriented government. In order to promote the rapid development of surveying and mapping geographic information, which is low carbon, environmental protection, high science and technology content and high added value, it is necessary to analyze and study the characteristics of the development of surveying and mapping geographic information and the mode of administrative management. By referring to the advanced management methods at home and abroad and combining with the specific conditions of Inner Mongolia's economic development, this paper makes a thorough analysis of the current administrative problems, and finds out the corresponding countermeasures. Try to explore a suitable for the development of geographical information mapping in Inner Mongolia the correct way.
