黄河下游防洪工程移民搬迁安置问题研究

【摘要】：农村区域的移民是的是一个复杂的工程性问题,对其移民的安置不仅涉及对农村的经济性质的补贴,还涉及到整个社会的经济领域以及相关政策领域。更加关键的是其处理方式的合适与否与社会的稳定性直接挂钩,不论是局部稳定还是区域稳定都至关重要。其中在黄河的下游因为防洪工程引起的移民搬迁与安置则属于典型的工程性非自愿性移民。本篇文章将从实际案例出发,以黄河下游防洪建设所造成的工程移民的搬迁安置为例,分别以公共管理、经济学的视角,对搬迁安置工作中的政策使用作用力进行深入研究分析,同时通过查阅相关资料文献、数据对比、实地调查等方式,从公共政策的规划、执行和评估方面对黄河下游防洪工程建设移民搬迁安置工作政策的使用环境和效果进行分析评价,并提出相关部门在此项工作中如何正确定位并制定合理政策以发挥作用的若干思考,力图为今后黄河防洪工程建设移民以及南水北调等水利工程建设移民搬迁安置工作提出新思路。论文第一、二部分论述了选题的背景与意义以及国内外研究的现状,描述了工程性移民政策的概念定义,以及国内外工程性移民政策的演变史,并对工程性移民政策的应用现状进行了描述。论文第三部分是本文的重点,对“十二五”期间黄河下游防洪工程移民进行了实证分析。详细介绍了黄河下游防洪工程的建设及移民,阐述了相关政策,并对出现的问题进行了详细的分析,最后从公共政策的划分、执行、评估等方面全面分析了黄河下游防洪工程移民政策及带来问题的原因。论文第四部分根据第三部分的分析论证的结果,提出了农村工程性移民安置政策制定需要理清的关系并对如何做好移民工作提出建议。
[Abstract]:The migration in rural areas is a complex engineering problem. The resettlement of rural migrants involves not only the subsidies of rural economic nature, but also the whole social economic field and related policy fields. What is more important is that the appropriate way of dealing with it is directly linked to the stability of society, whether it is local stability or regional stability. In the lower reaches of the Yellow River, the resettlement and resettlement caused by flood control projects are typical engineering involuntary immigrants. This article will proceed from the actual case, taking the relocation and resettlement of engineering migrants caused by flood control construction in the lower Yellow River as an example, respectively, from the perspective of public administration and economics. To carry on the thorough research and analysis to the policy use force in the relocation and resettlement work, at the same time, through consulting the relevant materials and literature, data contrast, field investigation and so on, from the public policy plan, In the aspect of implementation and evaluation, the use environment and effect of the policy of resettlement and resettlement for flood control project construction in the lower Yellow River are analyzed and evaluated. And put forward some thoughts on how to correctly position and formulate reasonable policies in the work of the relevant departments in order to play a role in the work. This paper tries to put forward new ideas for the construction and resettlement of water conservancy projects such as the Yellow River flood control project and the South-to-North Water transfer Project in the future. The first and second parts of the thesis discuss the background and significance of the topic and the current situation of domestic and foreign research, and describe the definition of the project immigration policy and the evolution of the domestic and foreign engineering migration policy. The application status of engineering immigration policy is described. The third part of the paper is the focus of this paper, the twelfth five-year period of the Yellow River flood control project migrants carried out empirical analysis. This paper introduces in detail the construction and resettlement of flood control projects in the lower Yellow River, expounds the relevant policies, and analyzes the existing problems in detail. Finally, the division and implementation of public policies are carried out. The paper analyzes the immigration policy of flood control project in the lower reaches of the Yellow River and the causes of the problems. In the fourth part of the paper, according to the results of the third part of the analysis and argumentation, the author puts forward the relationship that needs to be clarified in the formulation of rural engineering resettlement policy and puts forward some suggestions on how to do a good job in the resettlement work.
