河北省海事局人岗匹配评价研究

【摘要】:随着我国沿海地区水运经济的快速发展,海事系统面临严峻考验。然而当前海事系统在人力资源管理方面常出现“大材小用”、“小材大用”人力资源使用不当的问题,员工能力素质无法满足岗位要求或其潜力不能得到充分发挥,进而影响了海事工作效率。如何对人岗匹配度进行评价,以实现“岗得其才,人适其岗”人岗匹配的局面,成为当前海事局亟待解决的问题。本文以海事系统人岗匹配为研究对象,运用网络层次分析法和模糊综合评价法相结合的数学方法构建起海事系统人岗匹配评价模型,为海事局人力资源的优化配置提供科学依据。首先,在对国内外研究现状进行收集和整理的基础上,分析了国内外学者对于人岗匹配评价的研究方法及成果;对人岗匹配的概念进行界定,明确了人岗匹配的定义、要素及形式;介绍了网络层次分析法和模糊综合评价法。其次,运用问卷调查法和访谈法,对河北省海事局人岗匹配现状进行实地调研,了解河北省海事局人力资源的概况;对海事局人员现状、岗位设置、人岗匹配现状及各自存在的问题进行分析。再次,结合海事工作实际特点,以调研结果为依据,建立海事系统人岗匹配评价指标体系;运用网络层次分析方法,并通过Super Decisions软件计算,确定各级指标权重,最后结合模糊综合评价法构建起海事系统人岗匹配评价模型。最后,对河北省海事局进行实证分析,验证评价模型的科学性和可行性;结合河北省海事局人岗匹配存在问题,从人员、岗位、人岗三个方面提出了人岗匹配的优化建议。
[Abstract]:With the rapid development of waterborne economy in coastal areas of China, the maritime system is facing a severe test. However, at present, in the field of human resource management, the maritime system often has the problems of "overuse" and "small use" of human resources, and the ability quality of employees can not meet the requirements of the post or their potential can not be fully realized. Then it affects the efficiency of maritime work. How to evaluate the matching degree of man and post in order to realize the situation of matching between man and post is an urgent problem to be solved by current maritime bureau. In this paper, taking the matching of man and post in maritime system as the research object, using the mathematical method of network analytic hierarchy process and fuzzy comprehensive evaluation method, the evaluation model of man post matching of maritime system is constructed. It provides the scientific basis for optimizing the allocation of human resources in the Bureau of Maritime Affairs. First of all, on the basis of collecting and sorting out the current research situation at home and abroad, this paper analyzes the research methods and results of the research on the evaluation of the matching between people and posts at home and abroad. This paper defines the concept of human post matching, clarifies the definition, elements and forms of person post matching, and introduces the analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method. Secondly, by using the method of questionnaire and interview, the paper carries on the field investigation to the present situation of the matching between the personnel and the post of Hebei Maritime Bureau, and understands the general situation of the human resources of Hebei Maritime Bureau. The status quo of personnel, post setting, post matching and their existing problems are analyzed. Thirdly, combined with the actual characteristics of maritime work, based on the results of investigation, the evaluation index system of man-post matching in maritime system is established. By using the method of network hierarchy analysis and the calculation of Super Decisions software, the weights of indexes at all levels are determined. Finally, a matching evaluation model of man and post in maritime system is constructed with fuzzy comprehensive evaluation method. Finally, the empirical analysis of Hebei Marine Bureau, to verify the scientific and feasibility of the evaluation model; combined with the existing problems in the matching of personnel and posts in Hebei Marine Bureau, from the personnel, posts and posts of three aspects of the optimization of personnel and post matching suggestions.
