【摘要】：正公共产品与公共选择理论框架下,社区公共产品存在着供给层级与供给结构、供给数量与供给质量等多重矛盾。传统上,学界认为社区公共产品应当由最贴近需求方的基层政府或自治组织供给,但实践中的难点在于如何厘清各层级政府之间、基层政府与基层自治组织之间、基层组织与公民个体之间的"权责利"边界,包括政府"大包大揽"导致的社区公共产品过度供给,以及社区公共产品供给结构与需求结构的错配、失配等系列问题。尽管在理论思考上取得共识,如学
[Abstract]:Under the framework of the theory of public goods and public choice, there are many contradictions between the level of supply and the structure of supply, the quantity of supply and the quality of supply. Traditionally, community public goods should be supplied by grass-roots governments or autonomous organizations closest to the demand side, but the difficulty in practice lies in how to clarify the relationship between different levels of government, between grass-roots governments and grass-roots autonomous organizations. The boundary of "power, responsibility and interest" between grass-roots organizations and individual citizens includes a series of problems, such as excessive supply of community public goods, mismatch and mismatch between supply structure and demand structure of community public goods.
