包容性增长背景下重庆市社会救助体系的优化研究

【摘要】：作为社会保障的一道安全网,社会救助对生活陷入困境弱势群体的生存权提供基本的保障。随着我国社会、经济、文化等多方面的转型,传统的救助模式已经不能适应和解决贫富差距等生产关系矛盾。改变原有的救助理念、探索构建包容性增长视角下的救助制度是我国社会发展进程中的当务之急。基于此,论文选择重庆市社会救助体系建设为主题,探讨包容性增长视角下重庆市社会救助体系优化问题。论文在结构上共分为六部分。一部分绪论分析了研究背景和意义,对研究现状进行梳理,给出研究思路,并对篇章内容进行布局。第二部分相关理论概述。从理论上梳理了社会救助的概念、分类、特征和功能,并总结了社会贫困理论、基本权利理论。提炼了包容性增长的内涵,接着分析了包容性增长的现实内容。第三部分重庆社会救助体系现状及问题分析。系统分析重庆市直辖后社会救助政策的发展历程,接着围绕总体框架、基本生活救助、专项救助、临时救助等方面对重庆市现行社会救助体系进行分析。重点分析了包容性增长背景下重庆社会救助体系存在的问题。第四部分国内外包容性社会救助体系建设经验借鉴。介绍了国内上海市和浙江省构建包容性增长社会体系的发展与特点,并以日本、美国、英国为代表的发达国家的社会救助实践进行梳理,通过归纳比较,得到国内外社会救助实践所带来的启示。第五部分包容性增长视角下重庆市社会救助体系优化研究。首先在主体结构上,构建多力量参与的包容性社会救助主体结构,比如要履行好政府在社会救助上的引导责任,鼓励社会力量积极参与到包容性社会救助中去等。围绕救助内容提升包容性社会救助水平方面,要全面推进包容性医疗救助体系相建设,加强弱势群体能力建设以促进就业,健全对贫困学生教育的社会救助,加速推进城乡一体的社会救助运行机制。第六部分总结全文。
[Abstract]:As a safety net of social security, social assistance provides a basic guarantee for the survival rights of vulnerable groups. With the transformation of our society, economy, culture and so on, the traditional relief mode has been unable to adapt and solve the contradiction of production relations such as the gap between the rich and the poor. It is urgent to change the original concept of aid and to explore and construct the aid system from the perspective of inclusive growth. Based on this, this paper chooses the construction of Chongqing's social assistance system as the theme, and discusses the optimization of Chongqing's social assistance system from the perspective of inclusive growth. The thesis is divided into six parts in structure. The introduction analyzes the background and significance of the research, combs the current situation of the research, gives the research ideas, and gives the layout of the content of the text. The second part is an overview of relevant theories. The concept, classification, features and functions of social assistance are analyzed theoretically, and the theory of social poverty and the theory of basic rights are summarized. The connotation of inclusive growth is refined, and then the realistic content of inclusive growth is analyzed. The third part analyzes the current situation and problems of Chongqing's social assistance system. This paper systematically analyzes the development course of the social assistance policy after Chongqing is under its direct jurisdiction, and then analyzes the current social assistance system in Chongqing around the overall framework, basic life assistance, special relief, temporary assistance and so on. The problems of Chongqing social assistance system in the context of inclusive growth are analyzed. The fourth part of the inclusive social assistance system at home and abroad experience. This paper introduces the development and characteristics of the construction of inclusive growth social system in Shanghai and Zhejiang Province, and sorts out the social assistance practices of developed countries, such as Japan, the United States and the United Kingdom, and summarizes and compares the social assistance practices of developed countries, such as Japan, the United States and Britain. Get the enlightenment brought by the practice of social assistance at home and abroad. The fifth part studies the optimization of Chongqing's social assistance system from the perspective of inclusive growth. Firstly, in the subject structure, we should construct the multi-force inclusive social assistance subject structure, for example, to fulfill the government's guiding responsibility in social assistance and encourage the social forces to participate in the inclusive social assistance actively, and so on. With regard to improving the level of inclusive social assistance, we should comprehensively promote the construction of inclusive medical assistance system, strengthen the capacity-building of vulnerable groups to promote employment, and improve social assistance for poor students' education. Speed up the promotion of urban and rural integration of social assistance operation mechanism. The sixth part summarizes the full text.
