基层青年公务员社会认同研究

【摘要】:社会认同作为社会成员共同拥有的信仰、价值和行动取向的集中体现,是社会团结的基础,社会和谐稳固的价值源泉。当前,我国处在社会转型、思想活跃、价值多元化的时期,各种利益冲突、社会矛盾复杂交织在一起,催生了社会成员的各种认同危机,表现为个人归属感的缺乏、自我意义感的丧失、个体焦虑感的累积以及社会价值观的紊乱等。近年来,党中央十分重视基层青年公务员的发展工作,基层青年公务员有了明显增加,壮大了党的队伍的同时也显示出加强基层青年公务员思想政治工作的重要性。面对新时期党的中心任务的发展变化,基层青年公务员的特殊身份地位、当前的生活状态以及自身发展的阶段性特征,特别是调和干群关系、解决当前干部队伍中存在的突出问题、深化干部人事制度改革等等,对加强基层青年公务员的意识形态的教育提出了新要求,所以,对基层青年公务员的社会认同问题的研究是有必要且迫在眉睫的。从基层青年公务员对核心价值观念、对党的执政能力、对政策认知执行、对自身职业身份、对利益分配状况、对外在行为表现的认同等6个方面进行分析,探讨基层青年公务员社会认同的影响因素。根据基层青年公务员社会认同现状与影响因素分析,从思想政治教育的角度,分别从个人、组织、社会三个层面进行了路径探析。首先,个人层面从巩固主流意识形态地位,加强思想政治理论学习,自觉思考反省外在行为,提高责任感与群众观念;其次,组织层面从发挥意识形态良性功能,加强队伍管理培训机制,建立科学考核晋升机制,健全相关薪酬福利体系,重视基层软环境的建设;最后,社会层面从构建基层和谐干群关系,着力提升舆论引导能力,重视汲取传统文化能量,吸收借鉴国外科学成果等途径来探析引导对策。
[Abstract]:Social identity is the basis of social solidarity and the source of social harmony and stability as the concentrated embodiment of belief, value and action orientation shared by social members. At present, our country is in the period of social transformation, active thinking, diversified values, various conflicts of interest, social contradictions and complex intertwined, which has given birth to various kinds of identification crises of social members, which is manifested in the lack of personal sense of belonging. The loss of sense of self-meaning, the accumulation of individual anxiety and the disorder of social values. In recent years, the Party Central Committee has attached great importance to the development of young civil servants at the grass-roots level, and the number of young civil servants at the grass-roots level has increased obviously, which has strengthened the ranks of the Party and also demonstrated the importance of strengthening the ideological and political work of young civil servants at the grass-roots level. In the face of the development and changes of the central tasks of the Party in the new period, the special status of young civil servants at the grass-roots level, the current living conditions and the stage characteristics of their own development, especially the reconciliation of the relationship between cadres and the masses, Solving the outstanding problems existing in the current cadre ranks, deepening the reform of the cadre and personnel system, and so on, has put forward new requirements for strengthening the ideological education of young civil servants at the grass-roots level. It is necessary and urgent to study the social identity of young civil servants. This paper analyzes the core values of the young civil servants at the grass-roots level, the ruling ability of the Party, the implementation of policy cognition, the professional identity of themselves, the distribution of interests, the identification of external behavior, etc. To explore the social identity of young civil servants at the grass-roots level. Based on the analysis of the current situation and the influencing factors of the social identity of the young civil servants at the grass-roots level, and from the angle of ideological and political education, this paper analyzes the path from the three levels of individual, organization and society respectively. First of all, the personal level from the consolidation of the mainstream ideological status, strengthen ideological and political theory learning, consciously reflect on the external behavior, improve the sense of responsibility and mass concept; Secondly, the organization level from the ideological benign function, strengthen the team management training mechanism, establish a scientific assessment and promotion mechanism, improve the relevant compensation and welfare system, attach importance to the construction of grass-roots soft environment; Finally, the social level from the building of a harmonious relationship between cadres and the masses at the grass-roots level, focusing on improving the ability of public opinion guidance, attach importance to the traditional cultural energy, absorb foreign scientific achievements and other ways to explore and guide the countermeasures.
