中国式社会问责的特征及其逻辑

【摘要】：中国地方政府问责制存在的突出问题是缺少社会问责这一重要环节,但近年来由公民发起的官员被问责的事例比比皆是,却又难以将其称为真正意义上的社会问责制,而是有其自身特点的中国式社会问责。中国式社会问责主要呈现出"闹大式""人治式"的特征。并且,这种非常态、非秩序化、非法治化的社会问责方式的形成是以强政府与弱社会的关系以及地方政府行为的"不出事"逻辑为基础的。
[Abstract]:The outstanding problem of the local government accountability system in China is the lack of social accountability, but in recent years, there have been many cases of civil initiated officials being held accountable, but it is difficult to call it the real social accountability system. It is Chinese social accountability with its own characteristics. Chinese-style social accountability mainly presents the characteristics of "making a big mess" and "ruling by man". Moreover, the formation of this kind of abnormal, non-orderly and non-legal social accountability is based on the relationship between the strong government and the weak society and the logic of "no accident" in the behavior of local governments.
