易地扶贫搬迁政策执行困境及对策——基于政策执行过程视角

【摘要】：易地扶贫搬迁不仅是一项重大的民生工程,更是一项伟大的扶贫事业。易地扶贫搬迁政策的执行效果,直接关系到脱贫攻坚决战的胜利,事关全面建成小康社会目标的实现。从政策执行过程理论的分析视角来看,易地扶贫搬迁政策尽管取得了一定的成效,但仍面临政策执行困境,包括理想化政策本身存在的内在限制性、政策执行主体能力不足和职能部门间协调性欠缺、政策目标群体参与的意愿和积极性不够强烈、政策实践环境欠佳等。有效破解当前易地扶贫搬迁政策执行困境,迫切需要建立政策跟踪反馈机制、着力提升政策执行能力、激发贫困群众自我发展和脱贫的内生动力、全面优化政策实践环境。
[Abstract]:It is not only a major project of people's livelihood, but also a great cause of poverty alleviation. The effect of the policy of poverty alleviation and relocation is directly related to the victory of the battle against poverty and the realization of the goal of building a well-off society in an all-round way. From the perspective of the policy implementation process theory, although the policy of poverty alleviation and relocation in different areas has achieved some results, it still faces the difficulties of policy implementation, including the inherent limitations of the idealized policy itself. The main body of policy implementation is deficient in capacity and coordination among functional departments, the willingness and enthusiasm of policy target groups to participate is not strong enough, the policy practice environment is not good enough, and so on. It is urgent to establish a policy tracking and feedback mechanism to promote the ability of policy implementation, to stimulate the self-development of the poor people and the endogenous motive force for poverty eradication, and to optimize the policy practice environment in an all-round way.
