F市档案局公务员绩效考核体系研究

【摘要】:作为当前政府人力资源管理的重要内容之一,公务员的绩效考核一直以来备受关注。尤其是近些年全球化的进程使得经济社会环境发生了深刻的变化,政府部门经常需要处理复杂的事务,这对公务员的工作能力也提出了更高的要求。建立起符合当前市场经济发展现状的公务员绩效考核体系,是目前理论界和实践界关注的重点。作为面向社会提供档案管理服务的政府部门,档案局所提供的服务从某种程度上代表了政府的行政服务水平。对政府档案系统而言(档案局或档案馆),公务员绩效考核体系是否科学完备非常重要。基于此,本文对F市档案局公务员绩效考核体系展开研究。全文首先交代了研究背景、研究目的和意义,接着回顾当前有关公务员绩效考核的研究文献以及国内外公务员绩效考核的实践。进而对公务员绩效考核的相关理论进行探讨,包括激励理论、政府绩效管理、公务员绩效考核三个方面的内容。基于相关理论及实践经验,设定F市档案局公务员绩效考核体系模型,设计出变量对相关指标进行问卷调查,对采集到的样本数据进行描述性统计分析,从而得出目前F市档案局公务员对当前绩效考核体系的评价。接着对F市档案局公务员绩效考核体系存在的问题进行深入分析并探讨其背后的成因。接下来从绩效指标、评价主体、考核程序等多方面提出完善F市档案局绩效考核体系的建议。最后对全文进行了总结。
[Abstract]:As one of the important contents of government human resources management, the performance appraisal of civil servants has been paid close attention to all the time. Especially in recent years, the economic and social environment has undergone profound changes due to the process of globalization. Government departments often have to deal with complex affairs, which puts forward higher requirements for the working ability of civil servants. It is the focus of the theoretical and practical circles to establish the civil servant performance appraisal system which accords with the current market economy development situation. As a government department providing archives management service to the society, the service provided by the archives bureau represents the administrative service level of the government to some extent. For the government archives system (archives or archives), it is very important whether the performance appraisal system of civil servants is scientific and complete. Based on this, this paper studies the performance appraisal system of civil servants in F City Archives Bureau. First, the research background, purpose and significance of the study are described, and then the current research literature on civil servants' performance appraisal and the practice of civil servants' performance appraisal at home and abroad are reviewed. Then the relevant theories of civil servant performance appraisal are discussed, including incentive theory, government performance management and civil servant performance evaluation. Based on the relevant theory and practical experience, this paper sets the performance appraisal system model of civil servants in F city archives bureau, designs the variables to carry on the questionnaire survey to the related index, carries on the descriptive statistical analysis to the collected sample data. Therefore, the evaluation of the current performance appraisal system of the civil servants in F City Archives Bureau is obtained. Then, the problems existing in the performance appraisal system of F City Archives Bureau are analyzed and the causes behind them are discussed. Then it puts forward some suggestions on how to improve the performance appraisal system of F City Archives Bureau from the aspects of performance index, evaluation subject, appraisal procedure and so on. Finally, the full text is summarized.
