内蒙古服务型政府建设研究

【摘要】：随着我国经济社会的不断发展,迫切需要一个有能力的政府来共同发展,以适应市场化和社会化的外部环境,服务型政府的建设显得尤为迫切。政府职能转变的呼声越来越高,也成为近几年来我国政治体制改革的一项重要举措。转变政府职能,建设服务型政府成了全社会共同关注的热点问题。服务型政府的建设有利于进一步深化行政体制改革,促进经济社会的稳步发展,有利于政府职能的优化,提高政府的公信力；有利于保障公民的利益和社会稳定,促进社会主义和谐社会的发展。内蒙古属于我国经济发展较为落后的地区,公共服务水平较低,政府公共职能的较为薄弱,加之具有少数民族自治区的特殊性,这就决定了内蒙古进行服务型政府的建设迫切性。本文通过对内蒙古自身环境的分析,借鉴了中西方的改革措施及方法,阐述了内蒙古服务型政府建设的现状和问题,并找到了相应的原因。在此基础上,分别从观念、政府行为和公共服务供给等方面提出了相应的对策。从而,对内蒙古建设一个符合自身发展特点的服务型政府提出了一些有益的建议。
[Abstract]:With the continuous development of our country's economy and society, it is urgent for a competent government to develop together to adapt to the external environment of marketization and socialization, and the construction of service-oriented government is particularly urgent. The voice of government function transformation is becoming more and more high, and it has also become an important measure of political system reform in China in recent years. The transformation of government functions and the construction of service-oriented government have become a hot issue of common concern to the whole society. The construction of service-oriented government is conducive to further deepening the reform of administrative system, promoting the steady development of economy and society, optimizing the functions of the government, and improving the credibility of the government; It is conducive to safeguarding the interests of citizens and social stability and promoting the development of a harmonious socialist society. Inner Mongolia belongs to the backward region of economic development of our country, the level of public service is low, the public function of government is relatively weak, in addition, it has the particularity of the minority autonomous region. This decided Inner Mongolia carries on the service-oriented government's construction urgency. Based on the analysis of Inner Mongolia's own environment and the reform measures and methods of China and the West, this paper expounds the present situation and problems of the construction of the service-oriented government in Inner Mongolia, and finds out the corresponding reasons. On this basis, the corresponding countermeasures are put forward from the aspects of concept, government behavior and public service supply. Therefore, some useful suggestions are put forward for Inner Mongolia to build a service-oriented government that accords with its own development characteristics.
