和谐社会建设中城乡统筹社会保障问题研究

【摘要】：城乡统筹社会保障制度,关系到每一个公民的切身利益,是和谐社会建设过程中公平正义的体现。党的十八大报告中提出了一个新的科学命题,即“统筹推进城乡社会保障体系建设”,这也是当前和今后一段时期内党和国家的重要战略任务。但是,由于受到经济、历史、思想等因素的制约,我国的社会保障制度始终没能实现统筹发展。就目前来看,城乡社会保障制度的发展仍然存在很大的差异,农村社会保障制度与城市相比,在项目上、覆盖上、待遇上都较为落后。因此,以构建社会主义和谐社会为目标,推进城乡社会保障制度的统筹发展具有十分重要的意义。本论文首先论述了城乡统筹社会保障制度的相关概念、研究依据和主要意义。城乡统筹社会保障问题的研究依据主要包括理论依据和现实依据两个方面,城乡统筹社会保障有利于经济建设的全面发展、有利于剩余劳动力城乡流动、有利于社会公平的尽快实现、有利于党的执政能力的提高。其次,对目前城市和乡村社会保障发展的现状、差异进行分析,并阐述目前城乡差异带来的负面影响。分别对城市和农村的社会保障发展现状进行分析,从而得出城乡之间社会保障的差异,进而介绍这种差异带来的负面影响。第三部分和第四部分是本篇论文的重点部分,着重论述在和谐社会建设的过程中进行城乡统筹社会保障遇到的问题,得出城乡统筹社会保障制度的实现路径。主要从目前城乡统筹社会保障制度建设中的思想认识、体制机制、基金支持、管理问题四个方面来阐述统筹过程中遇到的主要问题,并针对这些问题提出相应的解决办法,即实现路径。
[Abstract]:The overall social security system in urban and rural areas is related to the vital interests of every citizen and is the embodiment of fairness and justice in the process of building a harmonious society. In the report of the 18th National Congress of the Communist Party of China (CPC), a new scientific proposition is put forward, that is, "promoting the construction of social security system in urban and rural areas as a whole", which is also an important strategic task for the Party and the state at present and in the future. However, due to the economic, historical, ideological and other factors, China's social security system has not been able to achieve overall development. At present, there are still great differences in the development of urban and rural social security system. Compared with the urban social security system, the rural social security system is relatively backward in terms of project, coverage and treatment. Therefore, in order to build a harmonious socialist society, it is of great significance to promote the overall development of urban and rural social security system. This paper first discusses the urban and rural overall social security system related concepts, research basis and main significance. The research basis of urban-rural overall social security mainly includes theoretical basis and realistic basis. The overall social security of urban and rural areas is beneficial to the overall development of economic construction and to the flow of surplus labor force in urban and rural areas. It is beneficial to the realization of social justice as soon as possible and to the improvement of the ruling ability of the Party. Secondly, this paper analyzes the current situation and differences of urban and rural social security development, and expounds the negative impact of urban-rural differences. This paper analyzes the current situation of social security development in urban and rural areas, so as to find out the difference between urban and rural social security, and then introduce the negative impact of this difference. The third part and the fourth part are the key parts of this paper, focusing on the problems of urban-rural overall social security in the process of harmonious society construction, and draw the realization path of urban-rural overall social security system. Mainly from the current urban and rural overall social security system construction in the ideological understanding, system and mechanism, fund support, management of four aspects to explain the overall planning process encountered in the main problems, and put forward corresponding solutions to these problems, That is, the implementation path.
