民生思想指导下的县级政府职能转变研究

【摘要】：民生问题,历来是中国社会的重要问题,也是马克思主义执政党致力于解决的重要问题。改革开放以来,中国共产党根据我国经济社会发展的状况,以中国特色社会主义民生思想为指导,妥善地解决民生问题,努力实现好、维护好、发展好最广大人民群众的根本利益。随着改革开放的进一步深入、社会主义市场经济体制的建立和逐步完善,县级政府体制和运行机制出现了一系列问题。因此,在民生思想指导下,认识和分析我国县级政府的职能转变,深刻的挖掘其背后的原因以及在转变过程中存在的问题,提出相应的解决方法就显得尤为重要。本文主要分为五个部分,第一部分主要阐述论文形成的背景以及所要研究的主要范围。并对此次研究的目的,思路和创新点等作出重要阐述,并对论文框架做出总体的概括;第二部分主要介绍了民生思想指导下的县级政府职能定位;第三部分从民生思想的出发,研究了县级政府主要职能现状;第四部分着重介绍了民生思想下县级政府职能转变过程中的问题;最后一个部分在前面的基础上提出了民生思想指导下县级政府职能转变的路径。
[Abstract]:The issue of people's livelihood has always been an important issue in Chinese society, and it is also an important problem which the Marxist ruling party is committed to solving. Since the reform and opening up, the Communist Party of China has, in accordance with the situation of China's economic and social development and guided by the thought of socialist people's livelihood with Chinese characteristics, properly solved the problems of people's livelihood, made great efforts to achieve a good performance, and maintained To develop the fundamental interests of the broadest masses of the people. With the deepening of reform and opening-up and the establishment and gradual improvement of the socialist market economy system, a series of problems have arisen in the county-level government system and operation mechanism. Therefore, under the guidance of the thought of people's livelihood, it is very important to understand and analyze the transformation of the function of the county-level government in our country, deeply explore the reasons behind it and the problems existing in the process of transformation, and put forward the corresponding solutions. This paper is divided into five parts, the first part mainly describes the background of the paper and the main scope of the study. The purpose, train of thought and innovation of this study are expounded, and the framework of the thesis is summarized. The second part mainly introduces the functional orientation of county-level government under the guidance of the people's livelihood thought. The third part studies the status quo of the main functions of county-level government from the perspective of people's livelihood, and the fourth part focuses on the problems in the process of the transformation of county-level government functions under the thought of people's livelihood. The last part puts forward the path of the function transformation of county-level government under the guidance of people's livelihood thought on the basis of the previous part.
