离灾、生态保育与永续社区发展

【摘要】：未来灾害治理将迈向离灾、生态保育和永续社区发展"三位一体"模式,这一模式内涵主要表现为:生态保育是离灾的重要内容,永续社区发展需要具有生态保育基础,离灾与永续社区发展目标一致,永续社区与生态社区结合能促进离灾目标实现。这种模式也遇到了一些挑战:如何面对政策、管理和经营层面带来的治理困境,如何促使社区居民参与、规划与执行相关措施,如何以永续发展为优先考虑而避免不必要的资源浪费和生态破坏及如何将这一治理模式整合进社区教育。这一治理模式有利于共建社区生态文明、同享美丽家园、实现社区永续发展及达到永续减灾的目的。
[Abstract]:In the future, disaster management will move towards the "trinity" model of ecological conservation and sustainable community development. The connotation of this model is as follows: ecological conservation is an important content of disaster removal, and sustainable community development needs to be based on ecological conservation. Apart from disaster and sustainable community development goal is the same, sustainable community and ecological community can promote the goal of disaster removal. This model also faces a number of challenges: how to deal with governance dilemmas at the policy, management and operational levels, how to engage community residents, and how to plan and implement relevant measures. How to take sustainable development as a priority to avoid unnecessary waste of resources and ecological destruction and how to integrate this governance model into community education. This governance model is conducive to the co-construction of community ecological civilization, sharing the beautiful home, realizing the sustainable development of the community and achieving the goal of sustainable disaster reduction.
