中国陆地边疆的区域性差异与差别化治理

【摘要】:中国的陆地边疆架构在宏观层面和中微观层面均存在着明显的区域性差异,不同边疆的区域情况和突出问题往往差别很大。这就要求在陆地边疆治理中,必须遵循一种因地制宜的差别化逻辑。在实践层面,针对不同的边疆省区,中国逐步形成了一般区域型、问题导向型、优势导向型和复合型等治理类别,同时围绕边境区域开展了特殊性和专门性的治理活动。目前,国家治理和国家发展形势发生了深刻转变,陆地边疆的差异性结构出现了新的分化趋势,从而对陆疆治理形成了全新期待。在这样的条件下,应该进一步明晰边疆范畴、区分不同区域的功能定位和治理目标、推动精准化治理,同时协调处理好陆疆治理中"个性"与"共性"的辩证关系。
[Abstract]:There are obvious regional differences between macro-level and middle-and micro-level in China's land frontier structure, and the regional conditions and outstanding problems in different border areas are often very different. This requires that in the governance of the land frontier, we must follow a kind of differential logic that adapts to the local conditions. At the practical level, for different border provinces, China has gradually formed general regional type, problem-oriented type, superiority-oriented type and compound governance category, and carried out special and specialized governance activities around the border area at the same time. At present, the situation of national governance and national development has undergone profound changes, and the difference structure of the land frontier has appeared a new differentiation trend, thus forming a brand-new expectation for the governance of the land frontier. Under such conditions, we should further clarify the frontier category, distinguish the functional orientation and governance objectives of different regions, promote precise governance, and coordinate and handle the dialectical relationship between "individuality" and "generality" in the governance of land areas.
