应急管理与安全治理:理论趋同与制度整合

【摘要】：应急管理和安全治理虽然源起于不同的学科和实践,但在随后的发展中呈现出理论上的趋同,这既表现为概念内涵的重叠,也表现为行动主体和行动机制的多元化。理论趋同表明本质相近,因此应急管理和安全治理在制度上可以整合。中国已经提出"总体国家安全观",统筹内部安全与外部安全,这也为安全治理和应急管理的制度整合提供了可能。从当前面临的新兴风险来看,应以安全治理的兴起为契机,在安全治理的大框架下,推动建设下一代应急管理,增强应急管理对新兴风险的适应能力。
[Abstract]:Although the source of emergency management and safety management is different disciplines and practice, in the subsequent development, there is a theoretical convergence, which is not only the overlap of the concept connotation, but also the diversification of the main body of action and the mechanism of action. The convergence of the theory indicates that the essence is similar, so the emergency management and safety management can be integrated in the system. China has put forward the "overall national security concept" to co-ordinate internal security and external security, which also provides a potential for a system-wide integration of security governance and emergency management. From the current emerging risk, it should be an opportunity to promote the next generation of emergency management and to enhance the adaptability of the emergency management to the emerging risks in the framework of the security governance.
