我国档案馆普惠性服务研究

【摘要】：所谓国泰民安,年寿人丰就是国家太平安定,百姓安居乐业,一派繁荣昌盛的景象。国家昌盛得益于经济的繁荣,百姓安居有赖于公共服务的充足供给。为了适应社会改革发展的需要,政府逐渐深化行政体制改革,积极转变政府职能,积极担负起公共服务领域的政府责任,努力让国民享受健全的基本公共服务,提高基本公共服务均等化水平。档案馆作为政府职能的延伸,亦是公共服务的主体之一,以社会公共利益为最高追求,承担档案信息领域的的公共责任,以公允、客观的理念和开放的档案信息资源服务全体社会公众,是社会获取、利用和共享信息资源的理想公共场所。档案馆在行政体制改革浪潮的席卷下,不断审视自身,不断寻求机遇,将创造有利于档案事业发展的社会条件和保障落实公民档案利用权利作为寻求自身改革创新的突破点,普惠性服务的开展和推广必将成为档案馆实现自身事业新发展的强劲推动力。档案馆在改革发展中不断前进,从以前的神秘陌生到现在的开放豁达,从以前的严肃刻板到现在的温馨亲民,普通百姓与档案馆的距离越来越近,联系越来越紧密,特别是政府信息公开的常态化、制度化使公共服务更加透明化、阳光化,档案馆社会公共服务领域也得以拓展。档案馆普惠性服务就是以实现档案服务覆盖全体社会成员为目标,保障公民的档案利用权利和信息获取权益,在更广阔范围内实现档案利用的自由、开放和共享。档案馆普惠性服务也是进一步实现档案服务社会化,构建档案服务社会化新格局,拓展档案服务覆盖面,促进档案事业健康持续发展的必然选择。因此,本文围绕档案馆普惠性服务展开论述,全文由六个部分组成:第一部分为绪论,主要阐述选题的研究背景、研究目的和研究意义等内容,梳理概括了国内外专家学者有关档案馆普惠性服务的观点,以国内外研究现状的形式做了回顾,对选题的主要研究内容做了简单介绍,并选择了合适的研究方法,理顺研究思路,最后总结了选题的创新点和特色之处。第二部分为档案馆普惠性服务概述,首先是对普惠性一词的追根溯源,解读了普惠性的内涵,厘清了普惠性的发展脉络,在广泛搜集大量事例和参照国内外成功实践的基础上,结合档案学基础理论,给出了档案馆普惠性服务的定义。其次从历史唯物主义、档案学和公共管理学等角度论述了档案馆普惠性服务开展的理论基础,从法律法规和国家政策等方面探讨了档案馆普惠性服务的法律依据,说明档案馆普惠性服务具有深厚的根基。最后阐释了档案馆普惠性服务的意义,认为在塑造档案馆形象、保障公民合法权益、推动社会主义和谐社会建设等方面具有重要意义。第三部分为档案馆普惠性服务的现状,一系列档案利用政策的出台指明了档案馆普惠性服务的发展方向,相关政策和指导文件则为档案馆普惠性服务的开展创造了一个良好的发展环境;各级各地档案馆纷纷确立服务为先的理念,加强档案服务建设,改善基础硬件设施,提升档案服务内涵,提高档案利用率,赢得了公众赞许和好评。第四部分为当前我国档案馆在普惠性服务方面存在的问题及成因,虽然我国档案馆普惠性服务取得成果显著,但是也存在不容忽视的问题。主要表现在:档案法律法规不健全,档案利用政策实施不到位;档案馆藏结构不合理,档案信息资源开发力度不够;档案利用手续繁琐,存在差别歧视服务现象;档案服务水平不高,服务手段单一。第五部分为优化我国档案馆普惠性服务的对策,针对档案馆普惠性服务存在的问题,本着以民为本的精神,从健全档案法律法规,增强馆藏资源与社会需求的耦合度、精简档案利用流程、转变服务理念、提高档案服务水平,加强档案馆普惠性服务理念的宣传普及、提高社会档案意识等方面提出了改进措施。最后一部分是结语,即对全文的总结。档案馆普惠性服务建设任重道远,只有全民共建,大家齐心协力,才能使档案馆普惠性服务越做越好。
[Abstract]:The so-called State of the People's Republic of China, the annual life of the people, is the country's peace and stability, the people live in the music industry, the prosperity of the scene.
