南昌市工商局提升公务员绩效考核公平性的案例研究

【摘要】:在过去的20年中,经济全球化不断深入,为各国政府带来前所未有的机遇的同时,也带来政府自身在适应经济全球化的前所未有的挑战,由于政府在一个国家的经济社会发展的地位日益变得重要,且居于核心位置,政府自身的公信力和执行力直接关系到千万百姓的福祉,政府的目标就是为社会提供私人部门无法提供或者不愿意提供的公共服务,而政府部门公务员作为政府中核心的人力资源,是政府政策及权力的最终执行者,公务员的执行能力直接关系到所在部门、地区直至整个国家的高效运转。在各地绩效考核的实践中,南昌市工商局利用信息化系统,从考核体系的四个重要方面(内容、程序、主体、结果运用)进行全面完善,最终达到提升绩效考核公平性的目的,为我国陈旧僵化的公务员绩效考核体系带来一缕春风,在南昌市工商局改善绩效考核公平性的实践取得巨大成绩的同时,也在全国工商系统引起巨大轰动,并且作为典型案例被全国工商总局倡导并向全国推广,各地工商系统在内部积极效仿南昌市工商局的做法,也取得了不错的成效。本文结合公平理论、绩效考核理论,以南昌市工商局为研究对象,对南昌市工商局提升绩效考核公平性的案例从绩效考核程序公平、内容公平、主体公平、结果公平四个方面进行分析。剖析南昌市工商局改善公务员绩效考核的关键因素、关键举措,以及取得的成功经验,旨在从中提炼出南昌市工商局提升公务员绩效考核公平性的核心要素,正是基于该局在公务员绩效考核领域敢于担当、敢于作为、富于智慧的做法,值得学者从中提炼出理论价值和实践价值,以期对我国其他地方政府今后在绩效考核改善取得进步提供有益的探索,从而将我国落后的公务员绩效考核水平提升到新的阶段,为实现政府职能转变保驾护航,有利于提高政府的公信力和公务员的执行力,因此,对改革和完善我国公务员考核制度以及创新政府管理方式具有十分重要的理论意义和现实意义。
[Abstract]:In the past 20 years, economic globalization has continued to deepen, bringing unprecedented opportunities for governments of all countries, but also bringing the governments themselves to adapt to the unprecedented challenges of economic globalization. As the position of government in the economic and social development of a country is becoming increasingly important and at the core, the credibility and implementation of the government itself is directly related to the well-being of tens of millions of people. The goal of the government is to provide the society with public services that the private sector is unable to provide or unwilling to provide, and civil servants of government departments, as the core human resources in the government, are the ultimate implementers of government policies and powers. The executive ability of civil servants is directly related to the efficient operation of the department, the region and the whole country. In the practice of performance appraisal in various places, Nanchang Municipal Bureau of Industry and Commerce makes use of information system to improve the fairness of performance appraisal from four important aspects of the evaluation system (content, procedure, main body, result application), so as to achieve the purpose of improving the fairness of performance appraisal. It brings a spring breeze to the old and rigid performance appraisal system of civil servants in our country. It has made great achievements in the practice of improving the fairness of performance appraisal in Nanchang Bureau of Industry and Commerce, and at the same time, it has also caused a great stir in the national industrial and commercial system. And as a typical case advocated by the National Administration of Industry and Commerce and promoted to the whole country, the local industrial and commercial system actively emulated the practice of Nanchang City Bureau of Industry and Commerce, and achieved good results. Based on the theory of fairness and the theory of performance appraisal, this paper takes Nanchang Bureau of Industry and Commerce as the research object, and takes the cases of Nanchang Bureau of Industry and Commerce to improve the fairness of performance appraisal from the fairness of performance appraisal procedure, the fairness of content and the fairness of subject. Results four aspects of fairness were analyzed. This paper analyzes the key factors, key measures and successful experiences of Nanchang Municipal Bureau of Industry and Commerce to improve the performance appraisal of civil servants, in order to extract the core elements of Nanchang Bureau of Industry and Commerce to improve the fairness of civil servants' performance appraisal. It is precisely based on the fact that the Bureau dares to take responsibility, dare to act and is full of wisdom in the field of civil service performance appraisal, which is worthy of scholars to extract theoretical and practical values from them. In order to provide useful exploration for other local governments in our country to make progress in the improvement of performance appraisal in the future, so as to raise the performance appraisal level of backward civil servants in our country to a new stage, and to escort the transformation of government functions. It is beneficial to improve the credibility of the government and the execution of civil servants. Therefore, it is of great theoretical and practical significance to reform and improve the assessment system of civil servants and innovate the way of government management.
