从英国脱欧公投看官僚治理的失败和元治理的兴起

【摘要】：英国脱欧公投经历了从个体诉求的表达到群体的政治动议,再到国家决策三个阶段。英国脱欧公投的成功是官僚体系治理失败的必然结果:一方面,官僚体系的制度供给失败引发治理的紊乱与无序;另一方面,社会治理的不力集聚大量的社会矛盾。元治理理论立足于政府制度供给,从三方面有效规避治理失败的风险:一是重建规制,政府担负制度供给的重任;二是凸显政府治理体系的主导地位,政府掌控治理全局;三是政府担负治理的绝对责任,并为其他主体划定责任界限。
[Abstract]:The Brexit referendum has gone through three stages, from the expression of individual demands to the political motion of the group, and then to the national decision-making. The success of the Brexit referendum is the inevitable result of the failure of bureaucracy governance: on the one hand, the failure of bureaucracy system supply leads to the disorder and disorder of governance; on the other hand, the lack of social governance accumulates a large number of social contradictions. Based on the supply of government system, the theory of meta-governance effectively avoids the risk of governance failure from three aspects: one is to reconstruct the regulation, the government bears the important task of institutional supply; the other is to highlight the dominant position of the government governance system, the government controls the overall situation of governance, and the third is that the government bears the absolute responsibility of governance and delineates the boundary of responsibility for other subjects.
