协同治理视角下的湿地管理：中美对比案例研究

　　如今,我们生活在一个前所未有的紧密联系的世界。这种联系不仅可以通过数字方式看到和感受到,且还可以通过环境的变化感受到。通过人们共同协作来应对这些对环境产生负面影响的变化更能让人体会到这种普遍的联系。目前,关于如何处理环境变化的研究,严重依赖于与治理机构之间有效和成功合作,共同为湿地及其相关网络的状态提供适当的政策、项目和持续监测等方面的支持和研究。通过这些合作管理的努力来解决由于气候的迅速变化而遭受巨大损失的自然环境问题。湿地虽然不被普遍认为是最重要的水文特征之一,但是,它具有其他的一些重要特征,湿地系统拥有一些世界上最大的候鸟繁殖地。自20世纪初以来,全球湿地面积下降了50%。在20世纪和21世纪,湿地的流失速度是前几个世纪的3.7倍,这意味着这些重要生态系统的流失速度还在继续增加。下个世纪的湿地将决定人类、动物及受其影响的生态系统将如何应对主要的气候变化,以及它们能否抵消这些湿地地区被破坏、排水和改变的负面影响。由于湿地包含如此多样和独特的水文网,而且水文网还延伸到湿地之外,因此迫切需要对湿地进行适当的保护。因为它们更容易受到气候变化和土地利用的影响,以及它们对其他湿地生态系统的直...
