【摘要】:目前,按照行政归属设置的地方性产权交易市场普遍存在着重复建设、交易资源浪费等现象,难免会引致出交易成本上升、供求关系难以饱和及市场运作效率低下等问题。随着经济转型和互联网技术的广泛运用,这种条块分割、各自为政的分散化格局缺乏统一联动机制,无疑会阻碍产权市场功能的有效发挥,难以实现资源在全国范围内的高效配置。目前产权界人士正努力思考建设全国统一的产权交易市场,但其属地性特征以及由此引致的地方保护阻碍了统一步伐。在区域经济一体化的契机下,在地理位置接近、经济联系密切的经济区域内,充分利用政府间的认同度和协同性对当前产权交易机构进行重新规划和整合,建立以大区为单位的区域性产权交易市场尤为重要。通过弱化行政约束力度和增强市场基础性配置作用实现良性发展的区域性产权交易市场,不仅有利于破除现有的分散性严重、信息流通不畅等发展弊端,提高产权市场的运作效率,还能够有效地解决统一市场和行政分割的矛盾,实现区域经济协调发展。 对此,本文以产权理论和区域经济发展理论为支撑,综合运用理论分析与实际分析相结合、定性分析与定量分析相结合的方法,分析区域性大产权交易市场这一全国统一市场过渡形式的必要性和可行性,并在此基础上提出具体构建路径和推动措施。具体而言,全文分为三大部分: 第一部分首先是相关概念界定和理论概述;其次对我国产权交易市场的现状进行描述,通过回顾历史进程,介绍发展概况,发掘目前存在的发展弊端,为下文分析区域性产权交易市场构建的必要性提供基础。 第二部分是本文的核心内容。首先从产权交易市场本身发展和区域经济发展的需求等方面论述构建区域性产权交易市场的必要性,,分析目前已经具备的条件;接着提出构建区域性产权交易市场的基本思路和原则,并从治理结构的完善、产权交易参与主体行为的规范和产权交易体系的构建三个方面系统论述了区域性产权交易市场的构建方向。 第三部分在以上分析的基础上,从优化外部环境和加强市场本身建设两个方面提出加速推动区域性产权交易市场的对策建议。
[Abstract]:At present, in accordance with the administrative establishment of the ownership of local property rights trading market exists repeated construction and waste of resources such as trading phenomenon, will inevitably cause the increase of transaction costs, the supply and demand relationship is difficult to market saturation and low operation efficiency. With the widespread use of economic transformation and Internet technology, the fragmentation, fragmentation pattern lack of coordination is lack of unity the linkage mechanism to effectively play undoubtedly hinder the function of property market, it is difficult to achieve efficient allocation of resources in the country. The property sector is trying to think about the property rights trading market construction of national unity, but its territorial characteristics and thus lead to local protection hindered unified pace. In the regional economic integration under the turning point, close to in the geographical position, close economic ties in the economic region, make full use of government recognition and coordination of the production The right of trading institutions re planning and integration, to build a large area as the regional property right transaction market unit is particularly important. The regional property right transaction market weakening the dynamics of administrative constraints and enhance the basic market allocation function to achieve healthy development, not only conducive to get rid of the existing dispersion seriously impeded the flow of information and the development of drawbacks. To improve the operation efficiency of the property market, but also can effectively solve the contradiction between the unified market and administrative division, realize the coordinated development of regional economy.
In this regard, based on the theory of property rights and the regional economic development theory, the integrated use of theoretical analysis and practical analysis method of combining qualitative analysis and quantitative analysis, the analysis of necessity and feasibility of regional property market a unified national market transition, and puts forward the concrete construction path and promote measures. Specifically, the paper is divided into three parts:
The first part is the definition of related concepts and theories; secondly the status quo of China's property market is described, through reviewing the historical process, introduces the development situation, development drawbacks of existing excavation, provide a basis for the following analysis of the necessity of constructing the regional property right transaction market.
The second part is the core content of this paper. Firstly the development from the property market itself and the regional economic development needs and other aspects of the necessity of constructing the regional property right transaction market, analysis of the current conditions; then put forward the basic ideas and principles of constructing the regional property right transaction market, and from the improvement of corporate governance structure, property right transaction the behavior of participants in the specification and property rights trading system construction three aspects elaborated the construction direction of regional property right transaction market.
The third part, on the basis of the above analysis, puts forward countermeasures and suggestions to accelerate the promotion of regional property rights trading market from two aspects: optimizing the external environment and strengthening the construction of the market itself.
