碳排放权交易价格影响因素与定价策略研究

【摘要】：随着人类社会经济活动的频繁和工业进程的加速,全球温室效应和气候变暖等一系列环境和生态问题逐渐突显出来,成为了制约人类生存和社会经济发展的瓶颈因素,引起了世界各国的高度重视。不断恶化的环境和生态问题迫使人们开始了对自身社会经济活动的反思和未来可持续发展道路的积极探索。目前,世界各国已经达成了温室气体减排的共识,碳排放权也成为了温室气体减排最直接、最有效的方式和途径。我国作为最大的发展中国家,还尚未承担国际性的强制减排责任和义务,但是从长远发展角度来看,我国必然要经历温室气体强制减排的过程。碳排放权交易试点工作的开展标志着我国碳排放权时代的到来。全文也正是借助当前碳排放权试点工作的契机,对我国碳排放权交易价格的影响因素和定价策略进行分析和研究,以期为我国的碳排放权发展道路提供参考和政策建议。全文首先基于国内外有关碳排放权的文献资料,采用对比分析的方法对国内和国外有关碳排放权的影响因素和定价模型的相关研究进行了对比分析。然后系统整理了排污权理论、外部性理论、资源稀缺理论、科斯产权理论等碳排放权相关的理论基础。其次,通过对碳排放权的起源、属性和特征的分析,对碳排放权交易机制、交易平台和交易价格的分析确定了影响碳排放权价格的环境、政策和经济等诸多因素。最后结合我国碳排放权发展的现状和特点,将我国碳排放权的发展划分为前期、中期和后期三个发展阶段,针对不同发展时期提出了相应的碳排放权定价策略.并为我国现阶段的碳排放权发展提出了政策建议。碳排放权作为人类经济社会发展和环境生态保护的产物已经成为了当前世界各国可持续发展的关键领域。全文关于碳排放权交易价格影响因素和定价策略的研究也将会促进我国温室气体减排的市场化和国际化,从而提高我国在未来国际气候谈判中的地位和话语权,实现低碳环保的可持续发展。
[Abstract]:With the frequent social and economic activities and the acceleration of industrial process, a series of environmental and ecological problems such as global Greenhouse Effect and climate warming have been gradually highlighted. Has become the bottleneck factor which restricts the human survival and the social economic development. The worsening environmental and ecological problems have forced people to start to reflect on their own social and economic activities and to explore the path of sustainable development in the future. At present. Countries in the world have reached a consensus on reducing greenhouse gas emissions, and carbon emission rights have become the most direct and effective ways and means to reduce greenhouse gas emissions. China is the largest developing country. It has not yet assumed international compulsory emission reduction responsibilities and obligations, but from a long-term perspective. China is bound to experience the process of mandatory emission reduction of greenhouse gases. The development of carbon emissions trading pilot work marks the arrival of China's carbon emission rights era. The full text is also the opportunity to use the current carbon emission rights pilot work. This paper analyzes and studies the influencing factors and pricing strategies of carbon emissions trading price in China in order to provide reference and policy recommendations for the development of carbon emission rights in China. Firstly, this paper is based on the domestic and foreign literature on carbon emission rights. By using the method of comparative analysis, the influence factors and pricing models of carbon emission rights at home and abroad are compared and analyzed. Then, the emission rights theory, externality theory and resource scarcity theory are systematically sorted out. Coase property right theory and other carbon emission rights related to the theoretical basis. Secondly, through the origin of carbon emission rights, attributes and characteristics of the analysis, carbon emissions trading mechanism. The analysis of trading platform and trading price determines the environmental, policy and economic factors that affect the price of carbon emission rights. Finally, combined with the current situation and characteristics of carbon emission rights development in China. The development of carbon emission rights in China can be divided into three stages: the early stage, the middle stage and the later stage. The corresponding pricing strategies of carbon emission rights are put forward for different development periods, and some policy suggestions are put forward for the development of carbon emission rights in China at the present stage. Carbon emission rights as a product of human economic and social development and environmental and ecological protection has become a key area of sustainable development in the world. It will also promote the marketization and internationalization of greenhouse gas emission reduction in China. In order to improve the status and voice of our country in the future international climate negotiations, we can realize the sustainable development of low-carbon environmental protection.
