营口经济技术开发区政府债务问题及PPP模式化解研究

【摘要】：2013年年底审计对外公布的数据结果显示,截止2013年6月底,我国各级政府负有偿还责任的债务20.7万亿元,其中地方政府负有偿还责任的债务为10.9万亿元,庞大的债务量,使得地方政府对资金的需求量越来越突大。我国正面临经济的转型,而地方政府城市建设资金主要靠转让土地的收入支撑这种模式是不可持续的,这需要地方政府建立多元可持续的资金作为保障,其中比较引人值得推广的就是地方政府和社会资金在公共项目上的合作模式。营口经济技术开发区过去地方政府依靠"土地财政"来解决城镇化建设过程中资金需求问题,而目前随着房地产市场的低迷,土地成交量大幅下降,税收大大不如从前,开发区政府为解决地方建设资金问题不得不,通过融资平台进行融资,从而快速形成大量的地方政府债务。而这些政府债务主要是用于收益较少的城市基础设施建设和改善民生公益类项目,这些项目往往都是投资规模大短期内收益较小或回报期较长,使得大量国有资产不能被充分利用,造成资源的浪费。正是由于政府资金短缺且有特许经营权,而社会资本却拥有资金缺少经营的特许权,这就推动了地方政府与社会资金的合作的可能,而PPP融资模式恰好符合这种方式,PPP经营模式在欧美公共领域已经开始普遍采用,目前也被我国政府开始广泛推广,开发区也正是利用这种融资模式来不断化解本区内的政府债务。针对营口经济技术开发区的债务研究发现,虽然形成较大债务额,但也形成了大量的固定资产。首先对区内固定资产进行分类,然后根据不同项目类别选择适当的PPP融资方式。开发区政府利用旅游和污水项目的开发使区政府有效盘活区内固定资产,开发区政府因此也正在积极进行相关人员培训及推进新的PPP项目开展,推动区域经济发展。
[Abstract]:The data released by the audit at the end of 2013 showed that, by the end of June 2013, the governments at all levels in our country had 20.7 trillion yuan of debt to repay, of which 10.9 trillion yuan were owed by local governments, a huge amount of debt.Make local government demand for funds more and more sudden.Our country is facing the economic transformation, but the local government city construction fund mainly depends on the transfer land income support this kind of pattern is not sustainable, this needs the local government to establish the multivariate sustainable fund as the safeguard.Among them, it is worth popularizing the cooperation mode of local government and social funds in public projects.In the past, the local governments of Yingkou Economic and technological Development Zone relied on "land finance" to solve the problem of capital demand in the course of urbanization construction. But now, with the downturn in the real estate market, land turnover has dropped substantially, and tax revenues have been greatly lower than in the past.In order to solve the problem of local construction funds, the development zone government has to finance through the financing platform, thus rapidly forming a large number of local government debt.And these government debts are mainly used for less profitable urban infrastructure construction and public welfare projects, which tend to have smaller returns or longer returns in the short term when the scale of investment is large.Make a large number of state-owned assets can not be fully utilized, resulting in a waste of resources.It is precisely because the government is short of funds and has franchises, while the social capital has the concession to operate without funds, which promotes the possibility of cooperation between local governments and social funds.However, the PPP financing model is in line with this approach. The PPP business model has been widely adopted in the public domain of Europe and the United States, and has been widely popularized by the Chinese government at present.The development zone is also using this financing model to constantly resolve the region's government debt.According to the debt research of Yingkou Economic and technological Development Zone, it is found that a large number of fixed assets have been formed although the debt amount is large.First, the fixed assets in the region are classified, and then the appropriate PPP financing methods are selected according to different project categories.The development zone government makes use of the development of tourism and sewage projects to make the district government activate the fixed assets of the area effectively. Therefore, the development zone government is also actively carrying out the training of related personnel and promoting the new PPP project to promote the regional economic development.
